This recruitment will be open for a minimum of five (5) business days and will remain open on a continuous basis until 11:59PM (PST) on the day the County’s needs are met.
This recruitment will establish an open eligible list. This list will be used to fill current and future Estate Inventory Clerk positions within the Health Care Agency, Office of the Public Guardian. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.
THE AGENCY
The County of Orange , Health Care Agency is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family, and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of six (6) service areas - Correctional Health, Director's Office, Finance & Administrative, Mental Health & Recovery, Public Health, and Strategy & Special Projects - is committed to meeting the health needs of the diverse Orange County community.
THE DEPARTMENT
The Office of the Public Guardian serves the community by providing for the care of adults who are no longer able to make decisions or are unable to provide their own basic personal needs due to a severe mental disorder or cognitive impairment. Public Guardian staff are committed to ensuring that individualized personal treatment, supervision and financial oversight is provided for conserved individuals, and is subject to various code and laws in the discharge of their duties.
THE OPPORTUNITY
Be part of an organization that takes pride in serving the community! The Office of the Public Guardian is in need of an Estate Inventory Clerk to assist with the department mission of helping the most vulnerable adults in Orange County.
The Estate Inventory Clerk will work independently and under the direction of the Asset Manager to manage, safeguard, track assets, coordinate with law enforcement and external and internal parties, perform administrative duties and assist staff to complete the inventory of clients' properties. This may involve both real and personal property items.
Please be advised, the incumbent may handle or be exposed to firearms, weapons, ammunition, medication, sharps, drug paraphernalia, and hazardous waste materials. The incumbent may also be required to work on weekends or evenings.
Other duties of this position include, but are not limited to:
- Tracking inventory, estimate the value of, pack, transport, secure, safeguard, and/or dispose of personal property varying in size and weight of conservatees assets
- Recognize and identify collectables and/or higher value items and non-saleable items
- Tag items in accordance with established procedures as inventory is prepared
- Monitor and maintain security procedures while conducting inventories of personal property of persons or estates placed under the jurisdiction of the Public Guardian and generate and maintain records pertaining to these functions
- Adhere to chain of custody requirements and assist with the management of real and personal property items
- Operate a forklift to move large wooden crates filled with personal property such as heavy furniture pieces and other various items of different sizes
- Provide excellent customer service to both internal staff, outside government agencies as well as other members of the general public
- Review and audit chain of custody entries and use CIMS portal management
- Partner with other government agencies and coordinate with the environmental health team or local law enforcement to dispose medical or hazardous waste
- Perform physical duties including lifting large and heavy items that may weigh up to 100 lbs.
- Be able to work as backup staff to the Asset Manager and Program Manager
- Able to drive, perform field duties and assist at client inventories
- Assist with various administrative functions
- Tracking of vendor bills, creating invoices
- Review reports, extract information and interpret data
- File documents, adhere to file retention policies and maintenance
- Work duties which may require standing for long periods of time in a vault, paper’s cage or warehouse
DESIRABLE QUALIFICATIONS
The ideal candidate will possess one (1) or more years of advanced experience in office administration and inventory/asset management. The incumbent will also be required to obtain an active forklift certification within six (6) months of hiring. Advanced competence with Microsoft Excel is highly desirable.

- Ability to learn the Public Guardian client and inventory database system.

Eligible List
Once the assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
