JOB SUMMARY

Full Salary Range: $145,437.63 - $232,700.20

Under administrative direction of the Town Manager, directs, plans, and oversees the departments of Development Services (Planning, Building Inspections, and Code Compliance), Engineering, and Public Works.

SUPERVISION RECEIVED AND EXERCISED

  • Receives general direction, supervision and mentorship from the Town Manager.
  • Responsible for the overall vision and direction of assigned departments and supervision and mentorship of senior staff managers to include Directors of assigned areas.

EXAMPLES OF DUTIES

Duties and responsibilities include, but are not limited to, the following:
Essential Functions

  • Supports and assists department directors by monitoring operational performance, assisting in the development and implementation of goals and objectives, resolving problems and issues, preparing communications, and initiating departmental actions and ensuring that departments provide excellent services to the citizens of Prosper.
  • Mentor departments to provide excellent customer service; establishing an environment where staff goes beyond the simple yes or no answer and provides options and alternative solutions to citizens and developers.
  • Supports Town manager by developing agendas and packet materials, researching agenda issues, assisting with development plans, preparing reports, and serving as a liaison between the Town Manager, Council and staff. Responds to Council concerns and inquiries and supports the Town’s goals and objectives.
  • Possess excellent managerial, leadership, mentorship, organizational, customer and public relations, personnel management and budgetary skills.
  • This is a working executive responsible for taking on and working various projects that may cross several departments requiring coordination of effort throughout the organization and with external individuals, citizens, and organizations.
  • Responds to and resolves citizen inquiries and concerns; negotiates and resolves controversial issues; responds to Town Manager, Town Council and Town management team in a timely manner.
  • Ensures processes, policies and procedures are effective and efficient for the development community are implemented and maintained.
  • Advises department heads in the preparation and implementation of new programs and coordinates preparations of various operating and administrative reports.
  • Responsible for assigned areas of responsibility performing within budget; prepares cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control; prepares annual budget requests; assures the efficient use of budgeted funds, personnel, materials, facilities and time.
  • Attends regularly scheduled and special meetings and actively participates in discussion of matters coming before the Town Council, make presentations and provides relevant information and recommends policies required in the public interest.
  • Submits recommendations for revisions to codes and policies to the Town Manager.
  • Represents assigned departments and Town before Town Council, Planning & Zoning Commission, Board of Adjustment and other relevant internal and external governing or recommending bodies.

Additional Duties

  • Perform such other duties as may be specified by the Town Council, Town Manager, Town Charter, or the laws of the State of Texas.
  • May work extensive hours, as needed, to attend board, council, other related meetings and meet deadlines.

QUALIFICATIONS

Knowledge of:

  • English usage, spelling, grammar and punctuation.
  • Computer skills using Windows, WordPerfect, Microsoft Office applications, Internet, Adobe Acrobat and conversion techniques, and Microsoft Outlook.

Skill in:

  • Being a servant leader who can motivate, mentor, supervise and direct a group of professionals as a team member; be an example to their team.
  • Supervising the work of external consultants.
  • Prioritizing and organizing multiple assignments in order to produce efficient and effective results in a timely manner.
  • Working well under pressure and stress; ability to make competent decisions.
  • Operate standard office equipment
  • Communicating clearly and concisely, both orally and in writing; must have skill in making clear, concise and professional public presentations.
  • Understanding and following written and oral instructions
  • Providing professional, tactful, and appropriate responses to inquiries from the public, other departments, or agencies to include Town Council, and various boards and commissions.
  • Establishing and maintaining cooperative-working relationships with those contacted in the course of work.
  • Reading and understanding reference and legal materials such as the Local Government Code, Town ordinances and other state statutes.
  • Exercise sound judgment and take responsible actions as a Town representative during contact with the public, elected and appointed officials, developers and other Town employees.
  • Coordinate with state and federal agencies and demonstrate the capacity to foster relationships with external organizations.
  • Avoid any conflict or appearance of conflict of interest in the performance of duties and responsibilities to include election related items.
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.

Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

  • Five years’ experience as a Director or equivalent role in a municipal government; such experience must include supervisory responsibility.
  • Bachelor’s degree in Public Administration, Business Administration, Engineering, Urban Development, Planning, or related field is required; Master’s degree in a related field is preferred.
  • Must pass MVR and criminal background check.
  • Must pass pre-employment drug screening.

Training:

  • Must actively participate in professional associations in order to keep current in the changes of the law and practice of job responsibilities.
  • Maintain a general knowledge of municipal laws, codes, policies and guidelines and maintain a comprehensive knowledge of laws, codes, policies and guidelines applicable to the job responsibilities.

License or Certification:

  • Must possess a valid Texas Class C driver’s license.

  • Frequently required to lift and/or move up to 30 pounds.
  • Specific vision abilities required by this job include close vision and the ability to adjust focus.
