POSITION OBJECTIVE:
The Facilities Maintenance Director (FMD) is responsible for ensuring the physical aspects of the property meet the company’s established standards for stafety, appearance, and operation within the budgeted financial goals. Responsibilities include providing exceptional customer service to residents, staff, and others; supporting the Director of Property Management and leasing staff to achieve or exceed the company’s and the owner’s goals and objectives; and staff and vendor management ensuring quality comprehensive service is provided.

POSITION DUTIES Include the following. Other duties may be assigned.

REPAIR AND MAINTENANCE MANAGEMENT:

  • Maximize the interior and exterior appearance of the property within budget guidelines
  • Direct overall turn-over, maintenance, grounds, inventory, and administrative departments
  • Maintain all aspects of the property and maximize its useful life and minimize the necessity for repairs o Have a knowledge of all shut-off valves for all water and gas, house and fixture valves and sewer clean out locations o Ensure proper repair of plumbing, drywall, appliances, woodwork, and electrical
  • Direct inventory control and utilization of maintenance parts and materials
  • Assist Director of Property Management in scheduling and performance of annual inspections and scheduled maintenance of all equipment based on manufacturer’s recommendation and operating manuals
  • Ensure units are available for residents in a serviceable condition meeting company standards
  • Develop and implement a property specific preventative maintenance plan to ensure property systems are maintained to maximize employee and resident safety and comfort and to minimize expenses o Plan and schedule services and repairs for municipal infrastructures & services such as water, gas, electric, storm drains, streets, alleys, parking areas, sidewalks, and lighting
  • Provide excellent customer service to all residents and participate in resident promotions or functions as required by management
  • Participate in all maintenance projects such as plumbing, electrical, painting, HVAC, grounds, appliance repair, carpentry and all exterior maintenance

STAFF AND VENDOR MANAGEMENT:

  • Hire, train, and effectively manage the maintenance, turns, grounds, inventory and administrative staff o Employ the best available personnel for each position(s) o Interview and conduct a skills assessment for all contractors performing work at PWF o Supervise, monitor, and ensure that all maintenance tasks are performed timely o Establish rapport with personnel to understand maintenance requirements

MVRPM – The Properties at Wright Field 1 - 5 July 2019

o Work with staff members through training and direction and with annual evaluations of staff performance

  • Communicate effectively with all personnel, contractors, and vendors
  • Use computer generated reports and manually created reports to help manage workflows
  • Work with leadership, contractors, vendors, and federal/military/local governmental agencies in the execution of duties
  • Facilitate and/or participate in staff meetings
  • Assist in any other maintenance duties within his/her capability as requested by management
  • Personally inspect and approve all sub-contracted work

REPORT MANAGEMENT:

  • Review expenditures on a monthly and quarterly basis to ensure proper focus on improving conditions of assets
  • Document, keep records, and inform management of any emergency/routine maintenance required
  • Prepare recommendations for capital improvement projects, large and small
  • Prepare complete scope of work proposals, ensuring they are within budgetary constraints, announces bids, and selects contractors to be submitted to the Senior Property manager for review and approval
  • Review invoices for appropriate coding and ensure all are within agreed to pricing
  • Verify maintenance reponse and completion times are properly tracked and within PWF guidelines
  • Schedule staff for 24-hour emergency call schedule
  • Develop and administer maintenance policies and procedures

COMPLIANCE MANAGEMENT:

  • Conduct all business in accordance with company policies and procedures, state and federal laws; e.g., OSHA, ADA, Fair Housing, etc.
  • Ensure the efficient operation of the property by obtaining the best prices for all supplies and services o Compare vendor pricing as a matter of course o Obtain a minimum of three (3) qualified proposals for all contracted work to be performed o Obtain references and all insurance certificates from contractors per company policy

ATTENDANCE:

  • Regular attendance is required and may include weekend hours
  • Work beyond 40 hours per week may be required

QUALIFICATIONS & EXPERIENCE:

  • Five years related experience in residential property maintenance
  • Five years supervisory/management experience
  • Industry certification is a plus
  • Capable of reading schematics & blueprints
  • EPA & HVAC certified

LANGUAGE SKILLS:

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or Governmental regulations
  • Ability to write reports, business correspondence, and procedure manuals
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public

MATHEMATICAL SKILLS:

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume

REASONING ABILITY:

  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Pay: $70,000.00 - $85,000.00 per year
