The Planning and Project Delivery (PPD) Program within DES’ Facility Professional Services division performs the integral role of ensuring quality services and long-term stewardship of the capitol campus and DES managed properties. The PPD Planning team’s responsibilities include long-range planning services for state-owned buildings and grounds on campus, including historic buildings and grounds, a powerhouse, several roads, seven parks, one body of water, six parking garages, monuments and memorials, etc.

In this role, you will provide historic preservation policy direction, cultural resources management, and budget and planning guidance to direct State stewardship of the public and historic facilities of the State Capitol.

The ideal candidate is a professional with expert knowledge of the theories, principles, and practices of historical preservation, cultural resource management, urban and regional planning techniques, data collection and trend analysis, laws, policies, standards and practices.

Duties

Some of what you will enjoy doing:

  • Provide historic preservation policy direction, cultural resources management, and budget and planning guidance to direct State stewardship of the public and historic facilities of the State Capitol. Monitor all undertakings and activities (planning, capital projects, tenant improvements, and ongoing operational activities) affecting these assets. Ensure the state is meeting stewardship and preservation standards and requirements of RCW 79.24 and Governor’s Executive Order 21-02; and SEPA and Section 106 of the National Historic Preservation Act as applicable.
  • Inventory historic and fine art assets, document value and condition, plan cyclical maintenance and conservation work, and manage funding allocated this purpose.
  • Collaborate with Dept. of Archaeology & Historic Preservation, State Historical Society, State Arts Commission, City of Olympia, Thurston County, Tribal Governments, and other public and non-profit heritage, arts, and cultural agencies. Share information and resources, and leverage expertise.
  • Consult on DES-managed capital and operational projects that impact properties 50 years of age or older, to support other public owners of historic property in setting and meeting historic preservation goals.
  • Provide support to the Assistant Program Manager-Planning, Master Planner (Facilities Senior Planner) during the development and update of the State Capitol Master Plan and other long-range planning activities.
  • Serve as a team member in the planning and development of agency capital budget. Prepare supporting documentation and data analysis for capital budget proposals with emphasis in relation to historic preservation and cultural resources management
  • Prepare draft meeting agendas, supporting information, and presentation materials for agency-sponsored, facility-related meetings and outreach events.
  • Works closely with DES’ Marketing and Communication team to ensure proper messaging and documentation.
  • Provide support, attend, and participate in meetings and workshops held by the Campus Facilities Advisory Board (CFAB), Capitol Campus Design Advisory Committee (CCDAC), State Capitol Committee (SCC), and other DES-established state committees, boards and stakeholder groups. The planning team is responsible for records management and reporting, including as built plans, reports and building information.
  • Work collaboratively with Facility Professional Services (FPS) Project Managers and B&G Project Managers, DES’ Buildings and Grounds division, DES’ Marketing and Communications division and client agencies to formulate effective communication plans and customer surveys.
  • Assist the Assistant Director, Program Manager, and DES Finance with the preparation, review, and submittal of decision packages, biennial budget requests, and fiscal expenditures/budget reports.
  • Review fiscal data and financial statements, which generally includes salary and benefit costs, maintenance and utility expenditures, debt service, other direct and indirect costs, to maintain a positive budget position for various planning projects and assignments
  • Respond to requests for guidance regarding policies, guidelines and procedures pertaining to use of state capitol facilities ant assets.
  • Respond to requests for information about State Capitol public and historic facilities.
  • Receive and manage requests for the placement of commemorative works and works of art on
  • Lead efforts to update and revise Washington Administrative Code relative to the care and custody of the Capital Campus, commemorative works and works of art, and other historic preservation and cultural resource-related WACs.

Qualifications

Required Qualifications:

  • A Bachelor’s degree or above with primary emphasis in historic preservation, cultural resource management, asset/facility management, urban or regional planning, architecture, engineering, landscape architecture, public history, cultural heritage, or closely related field; AND
  • Three (3) years of professional experience in historic preservation and cultural resource management, urban or regional planning, architecture, engineering, landscape architecture, or facility management planning and/or program development.

Note: Additional qualifying experience may be substituted, year for year, for education at the agency’s discretion.

The most successful candidates will also possess the following knowledge, s kills, and abilities :
This position must possess expert knowledge of the following:
  • Theories, principles, and practices of historical preservation, cultural resource management, urban and regional planning techniques, data collection and trend analysis, laws, policies, standards and practices.
  • Fundamentals of asset and facility management.
  • Government organization and administrative structures at the federal, state and local levels.
  • State and local building codes and related standards

Preferred/Desired Qualifications:
Working knowledge of the following:
  • Federal, state, regional and local land use, historic preservation, and cultural resource management regulations, policies and practices.
  • State Public Works Laws and other regulations concerning building construction and use of facilities.
  • Public agency and private industry standards and practices.
  • Capital budget experience and knowledge of the OFM’s budget instructions and related process.
  • Asset and facility management practices and principles, including master planning, capital improvement planning, operational and maintenance planning, and financial management.
  • Experience and knowledge of land use and environmental planning processes.
  • Competency in reviewing architectural, engineering, and landscaping plans, maps, drawings and details.
  • Management of historical records and materials associated with planning projects to provide information to technicians, planners, government officials, and the public.
  • Procurement of government goods and services, including direct experience with applicable state rules and regulations.
  • Additional training and experience in historic preservation, heritage tourism and interpretation, historic preservation and cultural resources policy, leadership, program development.
