Just beyond 25 miles of Downtown Chicago rest a tree-filled village, surrounded by Norman Rockwell-era scenes, known as Hazel Crest, Illinois.

FINANCE DIRECTOR
Under the direction of the Village Manager, performs a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, records, and reports; maintains the accuracy of the Village’s ledgers and subsidiary financial systems, and assists in the preparation of assigned budgets, annual audits, and year end closing.
ESSSENTIAL FUNCTIONS
- Plans, directs, manages, analyzes, and reports the Village’s financial matters.
- Develops and implements policies and procedures to ensure sound fiscal management and operational efficiency.
- Oversees the development and revision of accounting procedures to improve financial reporting of revenues and expenditures.
- Directs and participates in the design and implementation of new computerized accounting systems to improve the effectiveness of financial reporting.
- Directs the costing of proposed or expanded programs and the preparation of related reports.
- Performs grant accounting work related to federal, state, and other grant funding; monitors expenditures ensuring spending is in compliance with contract provisions and government regulation; maintains records for audit purposes.
- Stays up to date on federal, state, and county fiscal policies to understand possible impact on Village’s finances.
ESSENTIAL FUNCTIONS CONT’D
- Manages Village’s relationship with financial institutions.
- Makes recommendations on investments to maximize return on investments.
- Performs a variety of professional accounting functions supporting Village-wide operations; maintains accuracy of revenue and expenditure ledgers, and subsidiary financial systems.
- Reconciles financial ledgers and records; prepares financial statements and reports, general and subsidiary ledgers and supporting schedules; researches and resolves discrepancies.
- Reviews and audits all accounts payable, purchase orders, cash receipts, business licenses, utility billing, and other accounting records and transactions; ensures money is posted to correct accounts and that all accounts balance.
- Provides assistance in the development of the annual budget; assist in the review and validation of the annual Village budget; creates a variety of spreadsheets, documents, and graphs; assists in preparing the final budget document for approval by the Board.
- Prepares bank reconciliations and related journal entries for a variety of accounts.
- Prepares a variety of monthly, periodic, and annual financial and statistical reports and account summaries.
- Maintains and tracks fixed asset inventory control records for the Village.
- Participates in the year-end audit; compiles and prepares supporting schedules, work papers, and financial reports as requested by auditors.
- Responds to public inquiries in a courteous manner; provide information within the area of assignment; resolve issues in an efficient and timely manner.

QUALIFICATION REQUIREMENTS
Education and Experience
- Bachelor’s degree from an accredited college or university with major course work in Accounting, Finance, Business Administration, or a directly related field (Master’s degree preferred) plus five years of professional accounting or auditing, and financial management experience, preferably in municipal government, or an equivalent combination of education, training, and experience, provided that the minimum degree requirement is met.

- Principles of business letter writing and report preparation.

- Preparing budgets.

- Performing mathematical calculations with speed and accuracy.
- Completing detailed accounting transactions, reconcile and adjust financial statements with the general ledger.
- Preparing and maintaining accurate financial statements, records, and reports.

Days: Monday – Friday Hours: 9:00 a.m. to 5:00 p.m.
Note: Evenings or weekends may be required for special projects or events.
Number of Positions: 1 Pay Range: $110,000 – $120,000 Annually
