The Opportunity
The financial analyst provides a wide variety of analytical support to the UT System Office of Budget & Planning.

Position responsibilities include, but are not limited to the following:

  • Annual budget development and reporting process:
    • Producing budget reports for the Tennessee Higher Education Commission (THEC), Department of Finance & Administration (F&A), General Assembly, and other external parties.
    • Producing official budget documents and presentations for Board meetings.
    • Producing year-end financial summaries for campus/institute budget staff.
    • Coordinating annual budget cycle activities for Proposed and Revised budgets.
    • Preparation for UT's annual budget workshop.
    • Analysis and documentation annual tuition & fee approvals.
    • Leveraging new technology to streamline and automate these processes.
  • Financial analyses to inform University policy development, strategic planning, and decision making:
    • Produce financial updates and performance reports for University leadership and Board of Trustees.
    • Conduct financial analyses for UT's legislative fiscal note process.
    • Year-end analysis of campus/institute financial results.
    • Help develop interactive visual financial dashboards.
    • Research on various higher education issues such as operational efficiencies, tuition discounting,
    • Student debt, financial aid, access, and affordability.
    • Ad hoc financial/operational analyses.
  • Other duties as assigned including but not limited to:
    • Conducting projects to assess and improve University finances and business operations, such as the financial condition of campuses, divisions, departments; financial planning, including projections and modeling; and streamlining business processes that span campuses, divisions, and/or departments.
    • Adopting ownership of departmental business/financial management processes if/when the need arises.
    • Supporting DASH implementation efforts, including development and deployment of the Oracle Cloud Enterprise Performance Management (EPM)

Required Education & Qualifications:

The successful candidate will hold a Bachelor’s degree in and at least three years of related work experience or advanced degree and at least one year of related experience.

Candidate must have:

  • Knowledge:
    • relevant analytical methods, systems and software.
  • Skills:
    • basic office software, especially Excel.
  • Abilities:
    • communicate clearly and effectively.
    • analyze data and create comprehensive reports.
    • organize and disseminate information clearly.
    • present data visually.

Preferred Qualifications
The preferred candidate will hold a Bachelor's/advanced degree in an analytical field such as finance, economics, or data science; relevant certifications; relevant experience in higher education and/or public sector finance.

Knowledge of advanced analytical methods and tools; financial management systems and software; accounting theory and Generally Accepted Accounting Principles (GAAP); budget development; Oracle financial systems; forecasting techniques; research methodology and experimental design; higher education; public sector accounting and finance.

Ability to develop analyses that answer broad strategic questions; develop user-friendly, visually-appealing financial dashboards; distill complex data into actionable management information; conduct qualitative research and literature reviews on general subjects related to higher education.

Skills using a wide variety of analytical systems, software, and reporting tools.
