), 12-month, professional faculty position.

The Financial Strategic Partner (FSP) works closely with college leadership to help advance the mission of the college and to promote proper stewardship of the university’s financial resources. The FSP serves the university by acting as the college’s key business partner for financial strategy and analysis. With an understanding of industry best practices and a broad knowledge base of university and college operations, the FSP anticipates the need for specific information and proactively collects and analyzes unit, college and university data to ensure that college leadership has timely and accurate data to inform decision making. To protect university resources and reputation, the FSP uses knowledge of relevant policies and regulations to advise leadership and ensure appropriate internal controls. This position combines acute business acumen and data literacy with knowledge of university systems, policies, processes, and organizational structure related to business and financial services to provide consultation to college leadership. The position has detailed knowledge of college operations and personnel, working closely with administrators and support staff to stay informed of pending personnel actions and other activities that will impact college financial resources. The FSP serves as a regular contributing member of the college leadership team and shares responsibility for the work and activities of that group, including providing fiscal and financial counsel to the Dean. The FSP collaborates with internal and external business partners and stakeholders in an effort to support college and university strategic priorities. The position reports to the Director of Financial Strategic Services, collaborates with other FSPs serving other units, and acts as a liaison between the college and the Division of Finance and Administration as well as other university partners.
The FSP coordinates the administration of the college’s annual budget development process as well as overseeing budget activities throughout the year, including quarterly projections and other reporting requirements of the Division of Finance and Administration and the Office of the Provost. The FSP ensures alignment between college budget allocations and strategic priorities, identifying areas where there may be misalignment. The position analyzes and advises college leadership of the budgetary impacts of proposed programmatic or policy changes, both internal and external to the college. The FSP provides revenue modeling and financial projections based on enrollment trends, tuition rate changes, grant activity, fundraising and other revenue sources. This position identifies gaps and provides or facilitates appropriate financial training for college leadership and other college administrators. The FSP works independently but uses collaborative decision making, available metrics, and performance indicators to support the college’s financial and business requirements.

Position Duties
40% Financial Analysis and Consultation
Serve as key college business partner for financial strategy and analysis. Apply strategic thinking skills and business acumen to advance college and university mission.
Closely monitor the financial position of college, identify and address issues as appropriate to safeguard university resources in an ethical and transparent manner.
Clearly communicate current financial position with college leadership to ensure effective decision making, proper stewardship of resources, and appropriate compliance and risk management.
Collaborate with stakeholders and business partners to maximize college support and drive operational changes. Serve as primary liaison with business partners in University Human Resources; Budget and Resource Planning; Research Office; Office of Audit, Risk and Compliance; Procurement, Contracts and Materials Management (PCMM); Controller’s Unit; and other offices in the Division of Finance and Administration.
Monitor and analyze college productivity metrics to project future year resources. Requires thorough understanding of OSU shared responsibility budget model and ability to anticipate the impact and consequences of current actions and decisions on future resource allocations.
Promote compliance with university fiscal policies and applicable legal rules and regulations.
Advise college leadership and administrators regarding necessary policy compliance and audit requirements as they pertain to the college. Develop, assess, and monitor appropriate internal controls to protect college and university resources and reputation. Coordinate college response to financial audits.
Optimize all college resources, which may be complex and come from numerous sources, by understanding the relationships between all funding sources and strategically developing and implementing a college financial plan.
Analyze financial impact of proposed business decisions and advise college leadership of possible alternatives. Requires thorough understanding and knowledge of college and university financial systems, business practices and policies. Create multiple financial scenarios when necessary to model proposed actions and highlight impact of decisions.
Create clear financial presentation documents and present as necessary to college leadership and other audiences, which may include financial presentations to the Provost. Requires ability to understand audience financial aptitude and tailor presentations appropriately.
Coordinate preparation of financial reports and narratives for college accreditation requirements and assist as necessary during site visits, including interviews with accreditation team.
Interpret complex financial data requests to facilitate clear understanding of requirements and coordinate responses as appropriate. Includes requests from both university and external partners and stakeholders.
Advocate as appropriate for the college when OSU policy, business process, or system limitations prevent or hamper mission critical activities. Escalate matters when called for to support college operations. Act as college liaison to the Division of Finance and Administration to ensure effective communication.
Coordinate as appropriate with college and unit administrative support positions to share relevant information regarding policy and procedure changes and upcoming deadlines, highlighting any implications to college resources or operations. Requires detailed knowledge of college operations and the ability to act as a change agent when necessary.
Develop on-boarding process for new college administrators in regard to financial services and activities. Requires the ability to understand financial aptitude of new leaders and to tailor materials appropriately.
Seek new opportunities for problem solving and enhancing strategic financial activity through collaboration with other FSPs and DFA units so as to maximize efficiency and leverage collective knowledge to ensure high quality and continuous improvement.
30% Budget Administration and Financial Planning
Provide consultative services and expertise to guide the college as needed through the annual budget process. Deploy resources as appropriate to assist in all phases of the budget cycle; preparation, approval, execution, and monitoring.
Advise leadership regarding alignment between the budget process and current college and university strategic priorities. Requires a detailed understanding of college operations, regular communication with college personnel, and strong professional relationships to ensure confidential and sensitive information is shared appropriately.
Advise college leadership of any opportunities or threats inherent to the proposed distribution of funds. Ensure the Dean has a complete understanding of the implications to college operations that the budget represents, both for the current year and beyond.
Collaborate with college and university business partners to ensure budgets are approved and available to load into university systems at the scheduled time. Review data for accuracy and ensure all college personnel with budgetary authority are aware of the unit’s allocated budget.
Be aware of variances between budget and expense and work within the college’s governance structure to ensure the appropriate administrators and leaders are informed of material variances.
Inform the Dean regularly of any deviations from the approved financial plan. Requires a detailed understanding of college operations, including pending personnel changes, hiring plans, and strategic priorities. Also requires an awareness of financial commitments that are not encumbered in Banner and a thorough understanding of the university budgeting process to accurately project the many budget adjustments that occur mid-cycle and at year-end-close.
Verify approval, execution and accuracy of financial agreements between colleges or units. This may include MOUs, budget adjustments/settle-ups and other financial transactions.
Collaborate with business partners in the preparation of periodic budget projections for the Office of Budget and Resource Planning and for other ad hoc projection requests, including those from college accrediting agencies.
Assess the college budget allocation model to ensure it continues to meet the evolving needs of the college. Consult with college leadership on adjustments to the model as appropriate to ensure alignment between the distribution of funds and college strategic plan.
Maximize the value of college and university resources by ensuring funds are used in an optimal manner, with proper consideration to the unique requirements for use of each funding source. Work strategically and collaborate with university business partners as appropriate to ensure no resources expire unnecessarily before use. Requires coordination with fund managers in other units and organizations. (E&G, RERF, BUC, AES, OSUF, etc)

Act on disciplinary issues and address grievances developing a framework for corrective action as necessary, up to and including dismissal.
