The Office of the Insurance Commissioner (OIC) is seeking a motivated individual to serve as our purchasing and training specialist to join our fiscal team as a full-time, permanent Fiscal Analyst 1. This position is in the Operations division, located in our Tumwater office.

This important, entry-level position will be responsible for reviewing and preparing purchasing documents and processing travel advances and reimbursements..

Duties

Reporting to the fiscal supervisor, this position works under close supervision and performs fiscal functions including:

Procurement of goods and services.


  • Ensure state (Department of Enterprise Services/Office of Financial Management) and agency regulations and guidelines are followed.
  • Review purchase requests, ensure appropriate authorized signatures and compliance with purchase authorities.
  • Prepare purchasing documents (Purchase Orders and supporting documents) for approval.
  • Place orders with the appropriate vendor, ensure orders are received.
  • Follow up on aged, outstanding orders.
  • Record and liquidate encumbrances.
Process employee training requests
  • Ensure state (Department of Enterprise Services/Office of Financial Management) and agency regulations and guidelines are followed.
  • Review training requests, ensure appropriate authorized signatures and compliance with agency policies.
  • Prepare training documents (Training Requests and supporting documents) for approval.
  • Process all training requests to ensure enrollment and payment.
  • Process payments and reimbursements related to training costs.
  • Maintain, update and track employee training profiles.
Prepare monthly budget status report
  • Analyze monthly expenditures and compare them to budgeted amounts.
  • Prepare reports based on the results of the analysis and deliver to division deputies after the close of every fiscal month.

Qualifications

High school diploma or GED AND one of the following:

  • 18 quarter or 12 semester hours of accounting, auditing, finance or budgeting AND one year of full-time (40 hours per week or equivalent) fiscal-related experience within a finance, accounting or payroll office;

OR

Two years of fiscal-related experience within a finance, accounting, or payroll office.

And, after qualifying by one of the methods above:

  • Basic Microsoft Office (Word, Excel, Outlook) computer skills.

Desired Qualifications

  • A Bachelor's degree in financial-related field.
  • Six (6) months experience researching and applying regulations, rules, and/or procedures and policies pertaining to job functions, including demonstrated ability to identify errors or discrepancies.
  • Knowledge of and experience in the development of purchasing, procurements and/or contract documents.
  • Basic Adobe Acrobat skills; able to merge documents, edit and redact existing documents.
  • Knowledge of Travel and Expense Management System (TEMS) and OFM travel policy as outlined in SAAM
  • Ability to use a 10-key calculator and/or adding machine.
