The Fiscal Specialist-Payroll/Taxes will ensure accurate processing and recording of the agency payroll in the general ledger and provide timely and accurate financial information in regards to all payroll matters. This position is also involved in managing assigned compliance functions for the agency and supporting the development, implementation, and maintenance of a regulatory compliance program through compliance activities across various lines of activities including banking/treasury and other operating activities.

ESSENTIAL FUNCTIONS:

  • Reconciles payroll prior to transmission and validate confirmed reports and processes Payroll & Payroll Journal Entries
  • 941 Reconciliation, processes manual check and relocation metric’s.
  • Processing Third Party Sick Pay in Payroll system.
  • Records Accrued Payroll in the General Ledger.
  • Settings up voluntary deductions, processing and auditing payroll, auditing.
  • Ensures accuracy of salary allocation in payroll system and maintain Payroll documentation according to the agency policies and procedures
  • Monitor Employee Benefits and Reconciles employee benefits and maintains compliance with all applicable state, federal, provincial and local wage laws
  • Reviews, analyzes and checks payroll forms and reports for accuracy and makes necessary adjustments or corrections, performs compliance for unclaimed property payroll checks.
  • Meets payroll financial standards by providing annual budget information; monitoring expenditures; identifying variances; implementing corrective actions.
  • Balances payroll accounts by auditing information; identifying and resolving discrepancies; initiating journal entries.
  • Maintains salary allocations per position and updates the system salary distribution codes as needed.
  • Prepare periodic reports of earnings, taxes, and deductions, new hires/terminations, accounting reports, etc.
  • Ensure vendors compliance by issuing 1099, conducts interview for Davis-Bacon Act, maintains Davis-Bacon documentation
  • Researches, analyzes and resolves payroll problems or questions related to finance.
  • Performs any other duties as assigned in support of agency and program needs and operations.

Qualifications

MINIMUM REQUIREMENTS: (Must be fully met in order to qualify for position)

  • Accounting, Business or related Bachelor’s degree required and 2-4 years of experience in full cycle payroll in the State of NJ or related function.
  • Knowledge of FASB and SEC requirements, generally accepted Accounting Principles, tax reporting and accounting practices.
  • Solid working knowledge of Microsoft Office including Word, Excel, and PowerPoint.
  • Excellent mathematical skills and very high reasoning ability.
  • Experience working in a fast paced environment and ability to apply good work habits to effectively complete assigned tasks and contribute to the smooth operation of the agency.
