General Summary:

Under the direction of the Planning and Development Services Director, the GIS
(Geographic Information System) Administrator is responsible for performing various duties related to the development and maintenance of the township’s GIS, including system administration, integration, database development, quality control, and training. GIS servers and communications will be the responsibility of Information Systems, while GIS applications and functions will be the responsibility of the GIS Administrator. Tasks are performed in an independent manner and often multiple assignments are managed concurrently. The GIS Administrator will coordinate with all township departments, including the Water Utilities activity, to meet their GIS needs.

Qualifications:

- Bachelor’s Degree preferred in computer systems, geography, ArcGIS, surveying, engineering or a related field with coursework in GIS software or equivalent experience in lieu of degree.

- Two or more years of experience working with ESRI, Azteca software, including ArcGIS (Cityworks-CMMS), Desktop, ArcGIS Server, ArcGIS Online, and document management.

- Experience with the implementation and/or application of a geographic information and computerized mapping systems.

- Knowledge of coordinate geometry, geography terms, and global positioning systems.

Job Description

GIS Administrator

General Summary:
Under the direction of the Planning and Development Services Director, the GIS (Geographic Information System) Administrator is responsible for performing various duties related to the development and maintenance of the township’s GIS, including system administration, integration, database development, quality control, and training. GIS servers and communications will be the responsibility of Information Systems, while GIS applications and functions will be the responsibility of the GIS Administrator. The GIS Administrator will coordinate with all township departments, including the Water Utilities activity, to meet their GIS needs.

Representative Duties and Responsibilities which may be considered Essential Function(s):

Control and Technical:

Provides: GIS system administration, GIS database editing, geocoding, geoprocessing, data conversion, workflow management, spatial analysis, and quality control processes in desktop and web-based environments.

Researches: create, and produce spatial layers, analysis, maps, reports, charts, and cartographic displays in static and online content formats.

Interacts: with technical service teams on system solutions related to GIS such as

Information Systems, application developers, and consultants. with the Water Utilities Department and is responsive to its needs.

Interprets: base maps; monitor and maintain parcel/land use maps and databases; assign, verify and coordinate boundaries.

Creates: standards and specifications to ensure consistency for all maps, reports, and charts.

Collaborates: with all township departments to support their GIS needs.

Maintenance:

Enters: data, such as, but not limited to, soils, parcels, wetlands, woodland, planning features, infrastructure, utilities, land uses, addresses and similar data and adds links to databases.

Supports: system & online content sharing by integrating GIS and related data using AGOL,

APIs, JSON, XML, REST or other connection services and protocols.

Assists: with GIS data implementations within Computerized Maintenance and

Management Systems (CMMS)

Interprets: engineering plans, future developments, annexations, Capital Improvements projects, and model interpretations for GIS layer and database development.

Stays current: with trends and developments in GIS software.

Qualifications:

Equipment and Tools Used:
GIS equipment, GPS measuring equipment, Personal computers, map printers, plat maps, blueprints, input and output media, and devices.

Abilities:
Math - A complete understanding of boolean logic, geometry, algebra, trigonometry, percentages, fractions, ratios, rates, and calculations is required.

Reading - Ability to read and comprehend complex manuals and instructions provided by vendors in support of hardware and software products.

Writing - Ability to write, draw, and chart technical memoranda, manuals, and guides for the use and understanding of programs and procedures. Such documents must be implemented with correct format, punctuation, spelling and grammar.

Speaking - Ability to clearly communicate information and questions related to all aspects of the job in person and over the phone using effective verbal and written communication skills.
