In addition to the City Council, McMinnville has numerous commissions and committees to help guide policy decisions related to topics such as diversity, equity, and inclusion, urban renewal, landscape review, and the municipal airport.The City has approximately 200 full-time employees in the following departments: Administration (City Manager’s Office, Finance, Human Resources, Legal, Communications,) Planning & Building, Parks & Recreation, Library, Police, Fire, Information Services, and Public Works which includes Engineering, Operations, Wastewater Services, and management of the Municipal Airport.About The Division The Engineering Division is part of the City’s Public Works Department and is responsible for providing project management, design, construction surveying, bid and specification development, contract administration, inspection, and other technical assistance in support of McMinnville’s capital improvement projects. The Engineering Division works closely with our Planning Department, Operations, and all City departments working on capital projects. The Engineering Division has four identified core services: 1) managing the City’s transportation, wastewater, storm sewer, and airport infrastructure and systems, 2) providing project management services for the City’s capital improvements projects, 3) monitoring public infrastructure improvements on privately funded development projects, and 4) performing utility locates/”Call Before You Dig.”About The JobThis position designs programs and procedures for the City’s geographic information systems and the public works facilities management system. Work involves developing applications, translating the application specifications into programs, user menus, macro-level commands, and report writing. The GIS Specialist will also create, update, and maintain GIS datasets as well as spreadsheets and database tables. Additionally, the GIS Specialist performs professional and technical work in computer aided drafting system file management and configuration options and provides technical assistance to engineering staff. The position does not require previous AutoCAD experience (the City will train as needed).
EXAMPLE OF DUTIES
ESSENTIAL JOB FUCTIONS: Trains and assists geographic information system users in defining needs and developing applications.Compiles and shares supportive technical data for and with City departments and consults with public and private agencies.Assists the public and other staff by answering questions concerning property or cadastral records, property divisions and/or recording procedure.Develops and prepares charts, graphs, and maps, such as cadastral, display, and base maps; cartographically represent resource data on maps; revise maps to reflect property division; design and produce computer-generated maps from existing database; and maintain records.Coordinates the work activities associated with the City’s computer aided drafting system file management and configuration with consultants, engineers, developers, contractors, City departments, and outside agencies.Assists in the preparation and advertisement of bid documents.Performs work in accordance with federal and state employment laws, and City policies and procedures.GENERAL JOB FUNCTIONS: Establish and maintain effective working relationships with staff, other agencies, and the public.Perform other duties as assigned within the scope of the classification. MINIMUM QUALIFICATIONS
Knowledge: Expert knowledge of ESRI GIS software;Geographic information systems and planning models;Geoprocessing and mapping, including cartographic procedures;Experience scripting/programming with Visual Studio, C# preferred with a familiarity with Visual Basic desired, experience with Python will be considered;Experience developing GIS webpages using ArcGIS for Server, Javascript API, Javascript and HTML;Drafting principles and methods, experience with AutoCAD desired but not required;Database management theory and application;Ability to manipulate data using Structured Query Language (SQL);Advanced mathematics;Principles and practices of surveying desired; Skills: Operating a variety of computer software programs including ArcGIS Desktop, ArcGIS Pro, and ArcGIS for Server;Experience preparing drawings using AutoCAD desired but not required;Developing geographic information systems according to user-defined needs;Preparing maps and designs from field investigation notes;Ability to provide GIS Technical support and training for users;Operating computers, computer aided devices, large format plotters and scanners;Preparing documentation and writing clear and concise reports;Gathering and correlating data from a variety of sources;AbilitiesCommunicate effectively with others in both oral and written form;Establish and maintain cooperative working relationships with others;Resolve conflicts; andApply a variety of federal, state, and local regulations. EDUCATION AND EXPERIENCEAny equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the job will be qualifying. A typical way to qualify would be an Associate’s degree in computer science, or related field and four years of increasingly responsible experience in geographic information systems design.

This position provides technical supervision and may provide training and orientation to newly assigned personnel.The physical demands listed below represent those that must be met by an incumbent to successfully perform the essential functions of the job.
