Behavioral Health System Baltimore (BHSB) is seeking candidates for the position of Grants Accountant, for a full time position in a hybrid work environment, in Baltimore, Maryland. This position reports to the Director, Grants Accounting.
The position is responsible for the financial grants’ administration and related accounting duties. The Grants Accountant’s work focuses on grant-related post award functions, including budget and expense analysis, invoicing, financial reporting, reconciliations, grant close-out and grant records maintenance. This position is responsible for managing several assigned grants as well as a portfolio of sub-vendors procured under each grant. This position will work closely with the Contract, Program and Quality Assurance Teams in the overall management and monitoring of sub-vendors’ contracts to ensure accuracy, accountability, and conformity with established organization’s policies and procedures.
Essential Functions
- Provide technical grants accounting support work for Program Staff developing budgets or budget revisions for projects and grants.
- Complete appropriate budget forms and submit budgets and budget modification requests to funding sources.
- Prepare accurate and timely interim and final expenditures reports and submit them as required by funding agencies
- Prepare accurate and timely financial reports on grants for internal management as needed and as requested by funding agencies.
- Review monthly grant statement of revenues and expenditures for discrepancies, variances and unusual expenditures.
- Prepare and coordinate with the Accounting Manager to process journal entries.
- Prepare and request drawdowns of funds, invoices and/or payment requests and submit them to funding agencies.
- Follow up on outstanding balances from funders to determine status of payment.
- Ensure internal and external parties’ compliance with local, state and federal rules and regulations as applicable by providing guidance on grant related fiscal matters.
- Enter and/or update grant budgets in Microix upon receiving a fully executed agreement from the funding agency and any subsequent approved budget modifications.
- Perform monthly/quarterly and end of the fiscal year revenue and expenditures reconciliations.
- Perform end of the grant year revenue and expenditures reconciliations and close-out procedures in accordance with the funder's requirements.
- Compile information and enter budgets, performance measures for sub-vendors for each grant into the State’s database and report interim and final expenditures, and performance measures information into the database.
- Maintain and update Purchase of Services allocations based on changes initiated by the Program Staff and awards issued to sub-vendors.
- Follow up on outstanding balances from sub-vendors.
- Provide technical assistance to sub-vendors on budget preparations, financial reporting and requirements.
- Review and analyze sub-vendors’ budgets, budget supplements/reductions and modifications for accuracy, allowability and reasonability of costs.
- Review sub-vendors’ expenditure reports and any supporting documentation as submitted by sub vendors in the Contract Management System (CMS) for accuracy and fiscal compliance with the terms of the contracts and to ensure that grant funds are properly utilized and expended. Approve them in CMS prior to processing for reimbursement.
- Review consultant’s fiscal reports and attached invoices as submitted in CMS for accuracy and fiscal compliance with the terms of the contracts, obtain program staff approval and approve in CMS prior processing for reimbursement
- Review for accuracy approved by program staff sub-vendors’ fee-for-service invoices prior to approval in CMS and processing for reimbursement.
- Upload invoices, fiscal reports and payment reimbursement into the Microix system and enter account codes with payment and vendor information.
- Receive and review sub-vendors’ Annual Reports for the close out of the grant in accordance with the Human Services Agreement Manual.
- Review and make edits to the Sub-Vendors Annual 440 Report Reconciliation Letters prepared by the administration staff at the conclusion of the grant reconciliation.
- Complete Sub-Vendors’ confirmation letters for their independent audits.
- Participate in funding agencies’ fiscal site visits and audits.
- Keep abreast on grant provisions, conditions, requirements and restrictions.
- Maintain grants records and files.
- Collaborate with program staff and other departments on areas of concern in relation to sub-vendors. Participate in organization’s Grant Review and Technical Assistance meetings.
- Work effectively and collaboratively with others, both internally and externally.

- Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed.
- Perform other duties as assigned.
Education and Experience
- A bachelor’s degree in accounting, business management, finance or a related field.
- 3-5 years of experience in the accounting department, preferably in the non-profit community
Other Skills
- Knowledge and demonstrated experience with MS Office package software applications with advanced skills using Microsoft Excel.
- Familiarity with accounting fundamentals.
- Financial reporting experience, knowledge of federal grants and regulations, grants accounting and budget oversight preferred.
- Excellent organizational, verbal and written communication skills, attention to detail and ability to set priorities and meet deadlines a must.
- Strong analytical, presentation and problem-solving skills.
- Ability to effectively communicate financial information with internal and external contacts.
- Capable of managing numerous simultaneous projects
- Ability to operate a calculating machine and other standard office equipment
- Ability to interact in a virtual environment
Supervisory Requirements: This position does not have supervisory responsibilities.
