The Revenue and Fiscal Affairs Office (RFA) Data Integration and Analysis Division is looking for an experienced Grants Administrator who will manage the division’s contract accounting process to ensure proper planning and management of financial resources and budgetary operations. The ideal candidate is someone with a desire to continue learning and growing in a fast-paced, agile environment and enjoys working with a variety of people and projects. You will work under the general supervision of the Project Research Section Manager and are expected to make decisions and work effectively while carrying out the agency's mission. The incumbent must have the ability to maintain effective working relationships with co-workers and customers and plan, organize, and prioritize multiple assignments. The RFA's mission is to provide insightful research, analysis, and resources to facilitate informed policy decisions and administration of services.
Responsibilities of the Grants Administrator II:
Under limited supervision of the Project Manager II, serves as the contract and grant administrator within the Data Integration and Analysis division of RFA, managing the division's contract accounting processes to ensure proper planning and management of financial resources and budgetary operations. The job duties of this position include but are not limited to the following:
  • Manage the business and fiscal functions of the Data Integration and Analysis (DIA) division's contracts, grants, and deliverables. Review contract and grant deliverables for purposes of identifying: fiscal requirements, budgets, personnel, work hours, tools, and resources needed. Monitor activity to ensure DIA contract and grant funds are allocated efficiently and in line with the agency's goals and objectives. Ensure DIA contract funds and expenditures are in accordance with state and federal requirements. Access and use data to fulfill authorized job duties or activities for the State, in adherence to policies and guidelines pertaining to data protection. Report actual or suspected breaches or vulnerabilities in the confidentiality, integrity, or availability of data to the appropriate authorities.
  • Process invoices for contractual partners and revenue customers through the internal Sales Order Form in a timely, accurate manner and coordinate invoicing with the agency's business office. Monitor and align time and effort allocations of staff with applicable contracts to ensure FTE funding is maintained and contract invoicing is accurate.
  • Facilitate administrative and procurement needs related to the division's contracts and operations with Business Services and/or Department of Administration's Shared Services. Prepare necessary forms and provide sufficient documentation for purchase needs.
  • Coordinate with the division's program managers to develop, monitor, and maintain annual budgets for each contract. Provide necessary budgetary information for the contract review process. Monitor and align time and effort allocations of division employees with applicable contracts to ensure budgets are maintained and contract invoicing is accurate. Provide support to the agency's Finance Manager to ensure contract budgets are reflected accurately in the agency's overall budget process.
  • Manage the division's contract process to ensure proper documentation for timely approvals. Monitor contract expiration dates and ensure renewals are processed in a timely fashion. Prepare necessary information by associated staff and management for use in the contract approval process.
  • Provide assistance to project coordinators and managers with researching and drafting documentation, including user guides, security reports, and other needed documents. Plan, coordinate, and/or perform standard management support services activities for the programs.
  • Perform other duties as necessary.

A bachelor's degree in business administration, public administration or the social sciences and experience in contracts and grant administration activities.

ADDITIONAL REQUIREMENTS:
  • Knowledge of contractual and grant monitoring procedures.
  • Knowledge of accounting and financial management principles and procedures.
  • Knowledge of agency policies and regulations which pertain to contractual and grant activities.
  • Ability to review and assess complex grants and contracts.
  • Ability to establish and maintain effective relationships with local, state and federal agencies. Ability to communicate effectively.
