Position Definition: Under general direction, plans, organizes, oversees, coordinates, and manages the City’s housing staff, projects, programs, plans, and strategies to improve and expand the City’s assisted and affordable housing; acts as liaison for the City with a variety of private, public, and community organizations and regulatory agencies; conducts studies and develops recommendations for action, policies, and procedures; manages the effective use of program resources to improve organizational productivity and customer service; provides complex and responsible support to management staff; and performs related duties as assigned.
Distinguishing Characteristics: This classification is responsible for planning, organizing, and managing the operations of the City’s Housing Program. Incumbents are responsible for performing diverse, specialized and complex work involving significant accountability and decision-making responsibilities in overseeing the day-to-day operations of the program. Employees serve as a specialist, liaison, and advocate for the program, with regular contact and interactions with City senior management positions, other public agencies, public and private community organizations, regulatory and governmental agencies, and members of the public.
Supervision Exercised and Received: Exercises direct supervision over professional, technical and administrative support staff. Receives general direction from the Community Development Director.

Assumes management responsibility for housing program staff, projects, programs, and strategies including development and implementation of affordable and assisted housing programs, residential development, and rehabilitation attracting increased capital investments, and expanding and diversifying affordable housing opportunities; establishes and maintains public/private partnerships for positive long-term housing stability within the City.- Participates in the development and implementation of housing program goals, objectives, policies, and priorities; prepares and administers the program’s work plan; recommends within policy, appropriate service levels; recommends and administers policies and procedures.
- Participates in the development, administration, and oversight of program and project budgets; determines funding needed for equipment, materials, and supplies; ensures compliance with budgeted funding.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
- Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with City specifications and service quality.
- Interprets federal and state regulations and develops and implements grant-funded programs and projects in line with grantor requirements and federal/state regulations; analyzes City and community needs related to housing; collaborates with City staff and outside service providers to deliver programs and services; prepares quarterly and annual reports of program and project activities.
- Reviews and evaluates affordable housing development proposals to ensure that projects are consistent with the goals and objectives of the City; reviews and evaluates financing programs of project proposals to determine feasibility and fiscal soundness of proposals.
- Coordinates the preparation and/or review of project documentation including development and participation agreements, leases, maps, progress reports, and staff reports.
- Oversee staff administration of the City’s CDBG and HOME Programs, including funding for public services, civic improvements, and rehabilitation of subsidized housing projects; oversee development of Consolidated Plan, Annual Action Plan, Fair Housing plan, Consolidated Annual Performance and Evaluation Report (CAPER), annual Notice of Funding (NOFA) process, and other related regulatory reporting requirements.
- Oversee staff administration of the City’s Inclusionary Housing Program (Below-Market-Rate (BMR)), including marketing new units, collection of in-lieu fees, contracts, and interpretation of the BMR Ordinance and Guidelines; work with staff to develop and implement procedures; provide oversight of any external BMR administrators hired to administer the program.
- Develops and conducts a variety of studies, needs assessments, research and financial analysis; compiles data; prepares reports and analysis on a wide range of housing issues and topics, including performance, progress, and compliance reports; and makes presentations and advises the City Council, outside agencies and various community groups on housing matters.
- Designs and implements marketing campaigns to promote the City’s housing programs and activities within the City; organizes special programs and events; coordinates media outreach on matters related to housing.
- Serves as a liaison with other City departments, divisions, outside agencies, and the community; provides staff support to commissions, committees, advisory boards, and task forces as necessary.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the areas of affordable and assisted housing; researches emerging products and enhancements and their applicability to City needs.
- Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
- Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
- Directs the establishment and maintenance of program files.
- Follows all safety rules and protocols included in the Injury and Illness Prevention Program; takes appropriate action as required to identify and correct safety hazards and report safety concerns to their supervisor.
- Performs required duties under the City's disaster response plan.
- Performs other related duties as assigned.

Experience and Education Guidelines : Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in urban planning, economics, business or public administration or a related field.
Experience: Five (5) years of increasingly responsible experience in affordable housing, economic development, community development, and/or real estate.
Licenses and Certifications: Possession and continued maintenance of a valid class “C” California driver’s license if operating a motor vehicle is necessary to perform the essential functions of the position.
Working Conditions: Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
SELECTION PROCESS
1. Application review. All applications will first be reviewed for minimum qualifications. A limited number of the best qualified applicants will be invited to participate in the next step of the selection process.
2. Structured Interview (weighted 100%) . Candidates must achieve a passing score of 70% or higher on each weighted part in order to be placed on the Eligible List. Interviews/Written Examinations are anticipated to be scheduled at a date to be determined. No make-up dates will be offered.
3. Departmental Interview. Top scoring candidates on the Eligible List will be invited to interview with the department hiring manager and/or team members. This date is to be determined.
4. Job Offer. The selected candidate will receive a conditional job offer, subject to passing pre-employment conditions which may include, but is not limited to, background check, criminal history check, medical, and verification of a valid California driver's license. If a pre-employment condition is not successfully met, the City reserves the right to rescind a job offer.

Candidates must receive an overall passing score in order to qualify for the application of veteran's preference, which will result in a three percent increment to that passing score. Applicants wishing to qualify must, prior to the application deadline, attach or provide a DD Form 214 as proof of eligibility for the veteran's preference.
