GENERAL STATEMENT OF DUTIES: Reporting to the Director, this position is responsible for management of the IT department to include daily operations with a focus on both internal and external customer service and establishment and communication of IT priorities. Responsible for developing successful relationships with all levels of the organization in order to identify opportunities for improvement. This position will supervise and direct the work of all professional and technical staff. Will conduct site visits to assist with the installation of equipment and to ensure effective/efficient operation of IT equipment.

ESSENTIAL DUTIES: The list below is intended to describe the general nature of duties only. Employees shall perform other duties as assigned.

  • Prepares and administers annual operating budget.
  • Responsible for development and implementation of both short and long range plans for IT Department. Participates in the Authority’s strategic planning process.
  • Communicates policies and procedures to employees.
  • Maintains familiarity with current and emerging network hardware, network operating system software, able plant alternatives and recommendations.
  • Plans, organizes, assigns, directs, reviews and evaluates the work of professional, technical and support staff. Selects personnel and provides for their training and professional development.
  • Participates in/manages the investigation, selection and operation of information systems.
  • Represent the Metroparks in meetings with vendors, other governmental agencies and business and professional organizations.
  • Responsible for developing standards and implementing policy and procedures.
  • Develop policies, rules and procedures for the effective operation of the department, including establishing goals, objectives and priorities.
  • Manages efforts of staff to support help desk and business liaisons related to technical operations.
  • Manages the design, procurement, development, installation and maintenance of systems to meet the needs of user departments.
  • Develops return on investment and total cost of ownership reports on all new technology investments.
  • Assigns work to employees providing instructions and answering questions; coordinate the scheduling and completion of work by determining operational priorities and resolving work load problems; review work for accuracy and completeness; evaluate work techniques and methods for conformance to established standards.
  • Conducts research and performs analysis; prepares and presents reports regarding project feasibility, equipment utilization, project development and cost applications.
  • Prepares and solicits RFP’s and bids for LAN, WAN, and internet hardware, software and services. Prepares bid documents, evaluates bids and recommends contract award.
  • Develop change management system for planning, coordinating and monitoring changes to network resources to ensure that changes are made with minimum disruption to service levels.
  • Manages the relationship between IT staff and other departments and personnel.
  • Develops project objectives and timelines and communicate same to other departments.
  • Works with departments to determine what technology meets their needs and how to support their operations.
  • Attends conferences, meetings, or other functions as the department representative; may provide information or participate in discussions regarding information system activities.
  • Responsible for employee development to ensure proficiency in supported hardware, software and computer resources.
  • Assess, inspect and conduct periodic site evaluations.
  • Responds to and solve customer satisfaction issues.
  • Provides recommendations and makes presentations to Staff Officers and Board of Commissioners.
  • Evaluates and maintains information system security including implementing back-up and disaster plans and establishing centralized network security.
  • Maintains inventory of existing software licenses and computer systems in use by HCMA to establish and maintain an accounting of software licenses, computer types, model numbers, components, peripheral equipment, specifications and other related information.
  • Answers inquiries in person and via telephone and e-mail concerning systems operation.
  • Diagnose system hardware, software and operator problems and recommend or perform remedial action to correct problems based on knowledge of system operation.
  • Replaces defective or inadequate software packages.
  • Research, test, analyze and recommend modifications and upgrades in computer hardware and software.
  • Visit all parks assisting with the installation of equipment.
  • Evaluates effectiveness of current information processing systems and develop and coordinate new systems and to improve workflow within various user departments.

NON-ESSENTIAL:

  • May serve on various committees such as Strategic Planning, Safety Committee, Cooperative Alliance, etc.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in management information systems, computer science, management, business administration or related field required, Master’s degree preferred. Applicants with 10 or more years of management/leadership experience will be given credit toward meeting the minimum educational requirements and will be considered for the position.
  • Five years of experience in supervision, administration, management or systems procedures analysis is required.
  • Experience managing upgrades in ERP systems or equivalent.
  • Experience working in the public sector and knowledge of parks and recreation operations is preferred.
  • Knowledge of typical office applications including Microsoft Office applications.
  • Knowledge of emerging industry practices when solving business solutions.
  • Ability to express complex technical concepts effectively both verbally and in writing.
  • Ability to manage employees.
  • Ability to plan, manage and implement highly complex hardware and software systems.
  • Ability to troubleshoot and demonstrate analytical/problem solving skills.
  • Ability to express ideas effectively both verbally and in writing.
  • Ability to communicate with and understand the needs of non-technical users.
  • Ability to work and communicate effectively with Huron-Clinton Metropolitan Authority personnel.
  • Ability to maintain confidentiality of sensitive information.
  • May be required to adjust schedule to meet organizational needs, including special events, evenings, weekends & holidays.
  • Ability to perform essential duties.
