About the Position:

The DHHS Asset Manager reports to the Department’s Chief Information Officer within the Office of the Chief Operating Officer. The Chief Operating Offficer’s team ensures that the Department’s Facilities and Information Technology needs are met. This includes managing the various IT and Facility assets that are used exclusively by the Department of Health and Human Services.

The DHHS Asset Manager is responsible for the DHHS Asset, Property, and Inventory Management System to include:

Serve as Accountable Property Officer and Property Administrator for DHHS

  • Develops the technical specification requirements for technology procurements at the department level based on the needs of the organization, as well as determining capability/compatibility with existing technology operating environment to support the DHHS Property Management Program.
  • Upon acquisition or identification, manage asset accounting by entering approved assets into the AM/CM Data Base and appropriate property records. Ensure property is marked as required by policy.
  • Validate and update approved inventories on a regular basis.
  • Validated all accountable property is entered into the inventory.
  • Coordinate and manage the DHHS re-utilization and property disposal programs.
  • Respond to data calls regarding the quantities and versions of hardware or software within the enterprise
Manage the DHHS Asset Management (AM)/Configuration Management (CM) databases in accordance with policies
  • Directs the design, implementation, security and evaluation of database organization and integrity, and performs on-going database administration functions.
  • Oversee the enrollment of DHHS software and hardware assets into the appropriate (AM)(CM) databases.
  • Performs the full range of client support activities for Property Management Database systems. Serves as a troubleshooter in the day-to-day operation of the Property Management Databases system at the department level. Addresses daily operational issues identified by end users. Quickly identifies problems and takes the necessary corrective action.
  • Ensure asset records in the AM/CM database are properly maintained and reviewed.
  • Performs a wide range of technical tasks such as providing support and systems documentation or protocols in data access and security administration to the Property Management Database and related systems.
  • Reconcile and remediate any discrepancies within the AM/CM database for asset records-Conduct/oversee regular inventory checks to ensure the accuracy of inventory baselines and inventory control systems-Complete annual software and hardware asset management reports.
  • Ensure the AM/CM database is compliant with all policy and integrates with other systems as needed to account for the financial value of all enrolled assets.

Serve as principal advisor to the DHHS CIO and DHHS Facilities Manager and the first point of contact for asset, property and inventory management

  • Conduct annual reviews and assessments of asset, property, and inventory management policies.
  • Evaluate compliance with the policies and make recommended changes/updates.
  • Writes new code that modifies existing technology to meet current demands and needs.
  • Conducts studies and recommends alternative technology solutions including hardware, software, web-based systems, and communications to an activity, program or agency.
  • Provide training for DHHS employees on asset management policies.
  • Help in the development of budget requests to manage DHHS asset, property, and inventory management program.
  • Manage the DHHS asset, property, and inventory management Internal Control Program.
  • Create, establish, and maintain standard internal control programs and processes in accordance with policy, direction, and guidance.
  • Conduct and document annual risk assessments of all asset management, property management, and inventory processes.
  • Develop, promulgate, and execute an annual internal control plan based upon the results of the annual risk assessment.

Coordinate efforts with IT Procurement, DHHS Contract Management Team (CMT), Department of General Services (DGS) and the County’s Department of Technology and Enterprise Business Solutions (TEBS) for asset, property, and inventory management

  • Assist with procurement requests for new equipment and software.
  • Help to track IT licensing renewal timelines and ensure there are no gaps in service.
  • Track age of DHHS assigned "seat" workstations and coordinate with TEBS during the annual replacement of older machines.
  • Track age of non-seat workstations and develop an annual replacement plan.
  • Track all reportable physical property and coordinate with DGS to identify replacements.

The selected candidate will be required to complete a medical exam with drug/alcohol screening.

Minimum Qualifications

Experience: Five years of progressively responsible professional experience providing asset management and information technology support, programming, systems analysis, and/or data/telecommunications specifically supporting hardware and software systems and equipment.

Education: Graduation from an accredited college or university with a Bachelor’s degree.

Equivalency: An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements.

Physical Ability: Ability to lift boxes containing computer support items and equipment such as printers, computers, modems, and monitors weighing up to 50 pounds.

License: Possession and maintenance of a valid Class C (or equivalent) driver’s license from the applicant’s state of residence when required for job-related duties.

Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Experience in managing an Asset Management or Property Management Program especially in a government or Information Technology setting, to include experience documenting enrolling assets into the program, inventory control, conducting audits and properly disposing of the property.
  • Experience in designing, implementing, and securing databases and performing on-going database support and administration functions especially databases or systems used for Property Management, Hardware Asset Management, Software Asset Management or Configuration Management.
  • Experience working with a Software Asset Management system to track the number of software licenses being used by an organization.
  • Experience in participating in a Configuration Control Processes, especially in a government or Information Technology setting.
