Position Description


Responsible for developing and executing short and long term strategic plans to assure infrastructure capacity attains current and future needs. Conduct research and recommend changes in services, products, protocols and standards to support development efforts and infrastructure procurement. Responsible for defining and managing IT Disaster Recovery Strategy for organization. Define software and hardware standards in collaboration with stakeholders and owners. The position would ensure apt security levels on network, infrastructure and servers are maintained. Supervises a team of professional and technical employees. Oversees operational costs, conduct near along with long-term financial estimates for expanded functionality and user base. Directs the activities and staff of server administration and network operations teams. Reports to the IT Infrastructure & Operations Section Manager. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Manages and establishes priorities for maintenance, design, development and analysis of entire infrastructure systems.
  • Directs the day-to-day activities server management and associated functions, with a focus on quality of services provided by these functions.
  • Assures service management for server hosting, and third-party service providers.
  • Executes to goals and objectives established by senior IT leadership.
  • Analyzes existing system procedures for efficiency and effectiveness.
  • Analyzes and defines agency disaster recovery responsibilities and procedures.
  • Oversees the data center master plan and modify as appropriate to adjust for changing circumstances; Conducts capacity planning for the data center.
  • Obtains and reviews vendor bids for support and repairs; determines appropriate vendor, ensures vendor adheres to quality, scheduling, budgetary guidelines, policies, procedures and standards.
  • Establishes methods and procedures for work activities; identify and resolve operational problems; and communicate expertise and approval concerning activities.
  • Ensures audit and compliance reviews by implementing processes and procedures.
  • Identifies opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources.
  • Participates in the development, tracking, and control the information technology annual operating and capital budgets.
  • Promotes and oversees strategic relationships between internal IT resources and external entities, including vendors and partner organizations.
  • Ensures continuous delivery of IT services, monitoring of IT systems performance and taking an active role in security reviews.
  • Supervises professional and technical staff.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in Computer Science, Management Information Systems or related. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

  • 5 years experience in IT server or network operations or related activities. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have two (2) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
