Nature of Work

NATURE OF WORK
A building inspector’s primary responsibilities are to enforce the Minnesota State Building Codes and City Ordinances in new construction, alterations, repair, or demolition of buildings to ensure public health, safety, welfare, and accessibility. Conducts rental housing, time of sale inspections and other duties as needed. This position will report to the Chief Building Official.

HOURS
8:00 a.m. – 4:30 p.m. Monday – Friday – Modified work schedule available after 6 months

Job Duties

ESSENTIAL DUTIES
  • Performs building inspections as scheduled, effectively and courteously explaining any deficiencies.
  • Review and approve plans and specifications to ensure compliance with Minnesota State Building Codes and City Ordinances.
  • Maintains complete records of all activities associated with inspections, including correspondence, inspections, noncompliance orders, follow-up inspections.
  • Assists contractors, architects, engineers and property owners with Minnesota State Building Codes and City Ordinances.
  • Follows established procedure to ensure uniform enforcement.
  • Updates inspection skills by in-house training and attending formal continuing education classes.
  • Performs Time of Sale inspections/Rental inspections as needed.
  • Performs other duties as apparent or assigned.
COMPETENCIES
  • Knowledge of the principles, methods, materials and techniques of building construction.
  • Knowledge of building and fire code standards and Minnesota State Statutes.
  • Knowledge of the Minnesota State Building Code and its applications.
  • Knowledge of safety practices regarding the inspection of buildings.
  • Knowledge of office practices and procedures.
  • Skill in the operation of a personal computer.
  • Skill in the operation inspection-related tools and instruments.
  • Ability to make sound work judgments, including the ability to provide appropriate deadlines for needed corrections.
  • Ability to keep and maintain orderly and accurate records.
  • Ability to communicate ideas and explanations clearly, both orally and in writing.
  • Ability to deal with the public, tenants, property owners/managers, contractors and agents in a friendly, tactful and effective manner.
  • Ability to work independently and as part of a team.
  • Ability to establish and maintain positive, professional working relationships with others.
  • Ability to safely operate a motor vehicle.
  • Demonstrates ability to understand and respect the diversity of customers and co-workers, effectively communicating with individuals whose first language may be one other than English.

Qualifications

MINIMUM QUALIFICATIONS
  • High School diploma or equivalent
  • Two years of experience in a skilled construction trade, construction design, or construction supervision or municipal code enforcement.
  • Working knowledge of codes and the Minnesota State Building Code.
  • Good verbal and written English communication skills.
  • Strong mechanical/plumbing background
PREFERRED QUALIFICATIONS
  • Two to four years of experience in municipal code enforcement related to residential and commercial building, plumbing and mechanical inspections.
  • Post secondary education courses relating to building inspections technology or ICC certificates.
  • Certified Building Official, Certified Building Official Limited Certification.
  • Experience with computer software and permit processing programs.
  • Fluency in Spanish, Somali, Vietnamese, or other non-English language prevalent in the City of Richfield

Supplemental Information

CERTIFICATION AND LICENSURE
  • Must maintain a valid driver's license for the duration of employment in this position.
  • Must possess an ICC Certification as Building Inspector or MN State Building Official Certification or must obtain within 1 year of employment and maintain certification throughout employment in this position.

The physical demands that are described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job.

Must have the ability to:
  • Ability to gain access to all areas within structures, such as roofs, elevators, crawl spaces, attics, rough terrain, etc.
  • Ability to stand, walk, sit, bend, stoop, crawl, crouch, twist and turn, and conditional and occasional use of fine motor skills and manual dexterity.
  • Sit or stand at desk for long periods of time.
  • Visual acuity to read computer screens and printed documents for long periods of time.
  • Ability to get in and out of a vehicle frequently.
  • Ability to climb and work off a ladder.
  • Ability to occasionally lift and/or carry 40 pounds.
