The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Instructional Services Manager in the SCC VP of Instruction Office.

GENERAL DEFINITION

Reporting directly to the Vice President of Instruction, the Instructional Services Manager is responsible for project management related to instruction at Spokane Community College (SCC).

As part of the SCC Assessment Leadership Team, this position works independently providing project management for instructional assessment including tracking program review timelines and action items. The Instructional Services Manager will develop and manage a system for tracking course, program and college level outcomes and advise the Vice President of Instruction (VPI) on the status of instructional assessments.

Working collaboratively with faculty, staff, and the State Board for Community and Technical Colleges (SBCTC), the Instructional Services Manager provides leadership and vision for campus-wide curriculum efforts and implements methods that enhance the curriculum process.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES


  • Manage various instructional projects such as assessing faculty classroom needs, facilitating discussions with faculty and compiling and presenting complex reports for budget preparation. *
  • Oversee Student Technology Fee proposals, provide proposals to the Committee, provide continuity and management for the VPI’s office, as necessary. Direct purchasing of approved purchases *
  • Make presentations to faculty at division meetings and support project management of Equity, Diversity, and Inclusion (EDI) efforts, and Guided Pathways efforts, related to instruction. *
  • Troubleshoot, identify, and resolve problems and issues related to production of the catalog and schedule of classes. Confer with administrators, information systems personnel, faculty, and other staff to develop solutions and recommendations. *
  • Manage complex, cross-departmental scheduling for enrollment issues and work to facilitate resolution for staff and departments within established guidelines. *
  • Manage, prepare, and provide information on SCC programs and courses required for external reporting of learning outcomes assessment and accreditation. *
  • Supervise classified employees (train, schedule, evaluate, discipline and respond to grievances). Adhere to classified contracts and all district rules and regulations ensuring efficient operations of the Instructional Services area. *
  • Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

COMPETENCIES & OTHER REQUIREMENTS

REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)


  • Bachelor’s degree from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Two (2) years relevant project management experience.
  • Ability to effectively communicate and present data in a meaningful and professional manner via various formats – orally and electronically.
  • Ability to communicate effectively with a broad range of diverse individuals, abilities, cultures, and backgrounds to maintain a good working relationship across the college.
  • Ability to analyze and plan strategically.
  • Ability to solve complex problems including multiple stakeholders.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals, objectives and strategic plan of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
  • Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
The following qualifications are not necessary for application but could support a candidate’s success:
  • Experience with the student management system ctcLink (PeopleSoft) Campus Solutions pillar, particularly curriculum management, records and enrollment, academic advisement, and reporting tools.
  • Experience in an analytical and/or technical role using institutional/enterprise information systems.
  • Higher education work experience.

CONDITIONS/TERMS OF EMPLOYMENT

TOTAL COMPENSATION WITH BENEFITS: $83,837 - $93,337.

Total compensation is an estimate based upon adding the following amounts together:


  • Base compensation of $62,202 - $70,314, plus
  • Current employer-paid health and related benefit contribution rates, plus

The actual total will vary depending upon each employee's enrollment choices.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. CONDITIONS OF EMPLOYMENT
  • Contract 12-month position.
  • This position is overtime eligible.
  • Requires local or regional travel. If using personal vehicle, proof of driver's license and car insurance required.
  • Criminal background check required.
  • May be required to work alternate shift.

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of one (1) day per month, effective upon employment.
