The Eligible List established from this recruitment will be used to fill the current vacancy and any future vacancies that may occur within the City, while the list remains active. Employment Lists shall remain in effect for one year, unless terminated or exhausted. There are currently multiple positions available including both temporary and permanent. Depending upon qualifications, the City may fill the position at either the following levels: Junior Engineer (payroll title: Engineer), Assistant or Associate Engineer.
The City of San Leandro's Engineering and Transportation Department is responsible for the administration of all professional engineering services which include traffic, transportation, Capital Improvement Projects (CIP), engineering construction, inspection and permit review of private land development applications, and support for various public improvements.
The Junior Engineer is the entry level in the professional engineering series. Candidates assigned to this class are expected to perform a variety of civil engineering work involving designs, inspections, plans, specifications and cost estimate activities and performs related work as required.
The Assistant Engineer is the journey level in the professional engineering series. Candidates assigned to this class are expected to perform responsible and professional engineering office and field work with the ability to work independently, exercising judgment and initiative. This position has no supervisory responsibilities and receives supervision from assigned management and/or supervisory staff.
The Associate Engineer is distinguished from the Assistant Engineer by its professional license requirement, level of technical expertise and supervisory responsibility over assigned support personnel. This position exercises independent judgment, and receives limited supervision from assigned management and/or supervisory staff.
Essential Functions: The functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.
Junior Engineer:
Prepares drawings, plans and details for a variety of civil engineering projects, including streets, storm drains, sanitary sewers, structures and related improvements;- Calculates quantities and grades;
- Makes cost estimates;
- Prepares plans and specifications for less complex projects;
- Makes field inspections of projects to ensure compliance with contract plans and specifications;
- Follows all safety rules and protocols included in the Injury and Illness Prevention Program; takes appropriate action as required to identify and correct safety hazards and report safety concerns to their supervisor;
- Performs required duties under the City's disaster response plan;
- Prepares and/or assembles maps, drawings and related data necessary to land acquisition activities;
- Prepares and verifies property descriptions and determines ownership of properties;
- Assists in the preparation of reports related to engineering and land acquisitions projects; and
- Makes field inspections of present structures and facilities to determine present and future requirements.
- Participates as staff in public hearings and public meetings;
- Responds to inquiries from the public; and
- Performs other related duties as assigned.
Assistant Engineer:
- Designs and prepares engineering plans, specifications and cost estimates for projects;
- Reviews and checks plans and maps to ensure compliance with standards, codes, specifications and sound engineering practices; issues permits upon plan approval;
- Coordinates and oversees inspection of projects under construction to ensure compliance with plans, specifications and standards;
- Prepares maps, drawings and related data related to land acquisition; prepares property description and determines property ownership;
- Provides information and assistance at public counter;
- Reviews and participates in approval of plans, specifications and submittals from contractors; participates in pre-bid and pre-construction meetings;
- Responds to citizens' concerns regarding construction in their neighborhood;
- Coordinates roadway survey requests and processes payments to surveyors;
- Coordinates meetings with and disseminates information to public utilities and other agencies;
- Follows all safety rules and protocols included in the Injury and Illness Prevention Program; takes appropriate action as required to identify and correct safety hazards and report safety concerns to their supervisor;
- Performs required duties under the City's disaster response plan;
- Reviews submittals and shop drawings; responds to requests for information; prepares change orders and progress payments associated with construction projects; and
- Prepares, complies and makes recommendations for engineering studies, investigations and special reports.
Non-essential Functions:
- Participates in negotiations with consultants and contractors on contract dispute and changes;
- Provides cost data necessary in the budget preparation process;
- Participates as staff in public hearings and public meetings;
- Responds to inquiries from the public; and
- Performs other related duties as assigned.
- Ability to perform all of the tasks listed under Assistant Engineer above;
- Performs a variety of civil engineering tasks using specialized computer applications;
- Work in a fair, tactful and courteous customer service manner with a diverse public, department personnel, other City employees and those encountered in the course of work;
- Estimates hard and soft costs of projects;
- Meets with and presents projects to staff, commissions, committees, homeowners associations and the general public;
- Prepares materials for presentation to City Council;
- Provides project management from beginning to completion of construction, including monitoring construction, controlling budget and expenditures and coordinating work activities;
- Drafts and manages contracts for professional services, including the preparation of requests for proposals, negotiation of contracts, review and coordination of work performed and payment requests, and performing liaison duties between contractors and user departments;
- Provides supervision to engineering personnel involved with an assigned project;
- Evaluates existing conditions of sidewalks, utilities, roadways, parks and buildings; determines corrective measures for identified problems;
- Establishes and maintains positive working relationships with co-workers, City employees and the public, using principles of good customer service; and
- Performs other related professional engineering duties as assigned.
Non-essential Functions:
- Directs the work of engineering interns;
- Completes grant funding applications and manages successful grants;
- Performs field investigations and meetings as needed; and
- Negotiates and drafts documents required to access private property to execute CIP work.
Minimum Qualifications
Junior Engineer:
Knowledge of:
Theories and techniques of civil engineering, particularly as applied to public improvement construction projects, structural design and detailing; and
Applicable City standards, state and local codes.
Ability to:
Prepare accurate drawings, plans, maps, specifications, estimates and computations for construction and building projects;
Deal effectively and courteously with contractors, engineers and the general public;
Use appropriate office and computer equipment and applications; use related drafting equipment and applications; and
Work independently and prioritize assigned projects while exercising sound judgments and communicating effectively.
Assistant Engineer:
Knowledge of:
Theories and techniques of civil engineering, particularly as applied to public infrastructure improvement; and
Applicable City standards, state and local codes.
Ability to:
Prepare and/or review designs, details, estimates, plans and specifications for infrastructure projects;
Deal effectively and courteously with land developers, contractors, engineers and the general public;
Evaluate unusual field conditions and prepare sound recommendations;
Use appropriate office, computer equipment and applications; use related drafting equipment and applications; and
Work independently and prioritize assigned projects exercising sound judgment and communicating effectively.
Associate Engineer:
Knowledge of:
Principles, practices, and methods of municipal civic engineering particularly as applied to public infrastructure improvement including engineering mathematics and surveying practices, and sources of engineering information;
Capital Improvement Project management and land development;
Principles, practices and methods of supervision and training;
Current state/federal accessibility regulations;
Principles of budget monitoring and scheduling; and
Pertinent local, state and federal laws, ordinances and rules.
Ability to:
Perform all the functions described under the Assistant Engineer classification above;
Use and apply engineering principles, practices, methods, techniques and economics of applied civil and traffic engineering to solve complex problems;
Manage and prepare specifications for assigned projects; coordinate projects contracted to architects and engineers to ensure requirements; inspect construction in the field;
Organize and direct engineering or building support staff on assigned projects;
Exercise functional or lead supervision over and train assigned staff;
Maintain reports and records; prepare data and information for specifications and reports;
Effectively resolve customer concerns or complaints;
Organize and manage multiple tasks concurrently;
Monitor an assigned project budget;
Establish and maintain a positive customer service attitude and effective working relationships with those contacted in the course of work; and
Communicate clearly and concisely, both orally and in writing.
Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Bachelor's degree from an accredited college or university with major coursework in civil, structural engineering or a closely-related engineering field.
Junior Engineer Experience: One year of experience in engineering design, inspection of construction and engineering projects is highly desired.
Assistant Engineer Experience: Two years of progressively responsible experience in engineering design, inspection of construction and infrastructure projects; structural detailing.
Associate Engineer Experience: Three years of progressively responsible civil or structural engineering work experience including building or land development design and review and inspection of work related to building code compliance, project management, or closely-related field, including one year of experience in a lead worker capacity.
Licenses/certifications/other requirements: Must be willing to work such hours as are necessary to accomplish the job requirements; travel to attend meetings, and perform field work. Classification requires the possession and continued maintenance of a valid class "C" California driver's license and insurance requirements for operating a motor vehicle.
Junior Engineer: Possession and maintenance of Engineer-in-Training (EIT) Certificate is highly desired.
Assistant Engineer: Possession and maintenance of Engineer-in-Training (EIT) certificate is highly desired.
Associate Engineer: Possession by date of hire and maintenance of California State registration as a Civil Engineer.
Conditions of Work: During the course of performing the functions of this position, the employee may encounter the following conditions: working indoors, working outdoors, temperature changes, computer monitor use, working alone or with other individuals.
SELECTION PROCESS
1. Application review. All applications will first be reviewed for minimum qualifications. A limited number of the best qualified applicants will be invited to participate in the next step of the selection process.
2. Structured Interview and/or Practical Exercise (weighted 100%) is tentatively scheduled for the week of May 2, 2022. Candidates must achieve a passing score of 70% or higher on each weighted part in order to be placed on the Eligible List. No make-up dates will be offered.
3. Departmental Interview. Top scoring candidates on the Eligible List will be invited to interview with the department hiring manager and/or team members. This date is to be determined.
4. Job Offer. The selected candidate will receive a conditional job offer, subject to passing pre-employment conditions which may include, but is not limited to, background check, criminal history check, medical, and verification of a valid California driver's license. If a pre-employment condition is not successfully met, the City reserves the right to rescind a job offer.
