LAND USE PLANNER

DEFINITION:Under general supervision, performs work of moderate difficulty in providing information to the Zoning Board of Appeals and City Council for zoning applications; in providing information to, and working with, the general public on zoning and land use issues.

EXAMPLES OF DUTIES:

1. Provides information and technical assistance to the general public regarding land use, zoning requirements, and assists the public in the preparation of zoning applications.

2. Processes zoning applications, researches and evaluates land and zoning use issues, prepares legal notices as required.

3. Prepares staff recommendations for Zoning Map Amendments, Special Use Permits and Variations to the Zoning Board of Appeals and City Council, including zoning and planning history, review comments, recommendations with conditions for approval and required “Findings of Fact”.

4. Reviews site plans to ensure compliance with Zoning Ordinance provisions, and issues zoning clearances prior to the issuance of building permits.

5. Accepts zoning complaints, performs research and field investigations, writes necessary correspondence, and establishes files for the Legal Department.

6. Assigns addresses to new developments, and maintains reference maps to reflect annexation, land use, and zoning activity.

7. Advises Legal Department in zoning litigation matters.

10. May testify in court on citizen zoning violation/litigation issues.

11. Maintains records, maps, and other material related to the land use and zoning process.

12. Performs field investigations to check for compliance with Special Use Permits and to regulate the installation of business and advertising signs.

13. Prepares recommendations for street and alley vacations, including review comments and recommendations with conditions for approval.

14. Issues fence permits, parking lot permits, temporary sign permits, and home occupation code permits.

15. Research projects assigned.

16. Performs related work as required.

KNOWLEDGE AND SKILLS:

Knowledge of land use planning; of zoning principles and practices. Working knowledge of landscaping and plant materials and in preparing and reading maps. Proven knowledge in doing simple mathematical calculations and measurements, and in understanding and following directions.

TRAINING AND EXPERIENCE:

Completion of the curriculum requirements for an Associate of Arts degree in Planning, Urban Studies, Social Science, Geography, or a related field; or two (2) years experience in Urban Planning, Zoning, or related work preferred. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for the required experience.

WORKING CONDITIONS & PHYSICAL DEMANDS:

Work is performed primarily in an office setting and is essentially sedentary with occasional walking, standing, lifting, bending, or minimal physical activities carrying items under 25 pounds such as books, papers, small parcels, etc. Many tasks may have set deadlines and involve volume processing. Some driving may be involved.

NECESSARY SPECIAL REQUIREMENTS:

Possession of a valid Illinois Driver's License at time of hire.

Ability to work well with the general public.

Residency requirement:

Modified November 15, 2021: All employees (except Police Sworn and Fire Sworn) hired on or after June 1, 2018 shall reside anywhere in Winnebago County or within fifteen (15) miles of Rockford City Hall (425 E. State Street Rockford, IL 61104) within six (6) months after their introductory period. Department Heads shall live within the municipal boundaries of the city of Rockford.

Effective June 1, 2018 all newly hired employees, including newly hired Department Heads, shall live within the municipal boundaries of City of Rockford within six (6) months of their completion of their introductory period.

Classified employees hired after January 1, 1984 may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation. Employees hired prior to January 1, 1984 shall be subject to their conditions of employment in effect at that time.
