Job Description Summary

Provide lead oversight to a small team of landfill employees engaged in a wide variety of work involving the operation, maintenance, and compliance of the Kearney Area Solid Waste Agency Landfill. Work varies requiring interpretive judgment within prescribed standards and procedures.


Job Responsibilities

Plans, directs, supervises and participates in the daily operation of the Kearney Area Solid Waste Agency Landfill, meeting State and Federal regulations; operate onsite equipment and machinery, as necessary, to fulfill needed duties; assists public as needed providing a high level of customer service; responds to regulatory officials as needed; manages the Landfill’s Industrial Storm Water Pollution Prevention Plan; assigns individuals and/or crews; trains new employees and evaluates performance; reviews and recommends personnel needs; directs and performs maintenance and repairs of equipment; operates heavy equipment, as needed; monitors operations, activates and evaluates efficiency and effectiveness of methods and procedures; recommends kind and amount of equipment needed for purchase; assists in preparing budget requests for the division; analyzes and interprets costs reports, work records, operating procedures and institutes changes indicated; coordinates work of Solid Waste Division with other agencies and departments; maintains monitoring records of leachate lagoon and other special environmental and waste records and mapping; maintains fuel tank records and required EPA records; oversees scale house operation, ground maintenance and litter cleanup, erosion control, mowing, road repair, and shop clean up; works with supervisors to provide reports to State landfill inspectors; attends meetings with other jurisdictions, departments, local businesses and institutions, as required; prepares operating reports as needed and directed; and performs other duties as assigned.


Minimum Education & Requirements

Any combination of education and experience equivalent to high school diploma/GED, three years of record maintenance, computer entry, and customer service duties, and three years of experience as a lead worker or position requiring significant amount of independent judgment. Possession or ability to obtain, Manager of Landfill Operations certification from the Solid Waste Association of North America (SWANA) within five years. Experience or ability to learn to operate large dump-truck style trucks and heavy equipment. Ability to acquire a valid Nebraska Commercial Class B Driver License within 12 months of hire.

Physical Requirements

Work Type: Heavy, exerting up to 100 pounds of force occasionally, and/or up to 50 pounds force frequently, and/or up to 20 pounds of force constantly to more objects.

Climbing/Balancing: Climbs inclines, uneven surfaces, balance required

Walking: Some walking over rough ground required

Stooping/Bending: Moderate stooping, bending and twisting required

Stand/Sit: Sit about 30 percent of the time

Reaching: Occasional reaching, overhead as well as horizontal

Vision: Adequate to perform essential job functions

Color Vision: Adequate to perform essential job functions

Hearing: Frequently perceive nature of sounds by ear

Speech: Frequently express ideas by means of spoken words

Eye/Hand/Foot Coordination: Extensive coordination to operate heavy equipment over rough terrain

Manual Dexterity: Good dexterity to handle mechanic’s hand tools, able to use shovels, rakes, brooms, clutch and levers


Residency Requirement

Thirty (30) minute response time by way of the most direct route from the employee’s permanent residence to the employee’s assigned work site and within posted speed limits.
