Turning Point Community Programs is seeking a Housin Liaison for our Pathways to Success After Homelessness (Pathways) program in Sacramento, CA. GENERAL PURPOSE:
Under the supervision of the Program Director, this position is responsible for increasing access to both private and public rental markets for those moving from homelessness to permanent housing and for managing TPCP owned properties.
DISTINGUISHING CHARACTERISTICS
This is an at-will direct service position within a program. The position will build relationships with landlords and create incentives for landlords to relax screening criteria for people experiencing homelessness who have barriers to accessing permanent housing. Incentives include a rapid response to concerns, tenant case-management, rental deposits and short-term rental assistance. The position will also provide property management services for housing units owned by TPCP. These services will include direct coordination with TPCP Facilities Department and other vendors in order to ensure that the units are appropriately maintained in addition to acting as property manager for the units and working directly with tenants on issues as they arise.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Requires knowledge and belief in “Housing First” philosophy and strategies
- Establishes relationships with landlords to assist in locating appropriate housing, especially for those who have multiple barriers to obtaining permanent housing
- Maintains landlord relationships and assist to keep database on properties and landlord contacts current
- Becomes active in the landlord community to identify housing for homeless people with barriers and disabilities
- Addresses tenant complaints, inspecting vacated rental units, setting rental rates, negotiating and enforcing lease agreements and maintains records regarding maintenance issues for units owned by TPCP ensuring that issues are addressed in a timely manner.
- Develops outreach materials and agreements with landlords that will provide rental units to help homeless clients access and maintain permanent housing; this may include assistance negotiating master lease arrangements
- Acts as a liaison and mediator for housing issues that may arise
- Performs unit move-in and move-out inspections as needed, prepares and explains rental agreements, share of cost agreements, and sub-let agreements ensuring that tenants have a clear understanding of the documents being signed.
- Meets with clients who have significant housing barriers to assist with applications, housing search, or other support services
- Collects rent, processes late payments and manages operating expenses and notices tenants when rent payments are not received in accordance with state and local laws and regulations.
- Participates in quarterly inspections of TPCP owned units by TPCP Facilities Department.
- Coordinates with TPCP legal counsel and Program Director when/if it becomes necessary to terminate tenancy of a tenant residing in a TPCP owned unit.
- Maintains statistics and provide narrative reports on a monthly basis
- Assists Personal Service Coordinators and Family Coordinators with coordination of residential support services to ensure clients maintain permanent housing
- Maintains current knowledge of landlord/tenant law, advises Program Director when new laws are implemented requiring changes to program policies and documents, appropriately updates program policies and documents and conducts tenant/landlord education trainings.
Schedule: Monday – Friday, 8:30 am - 5:00 pm
Compensation: $ 24.00 - 25.98 per hour
