An employee in this class performs a variety of tasks involving semi-skilled equipment operation and landscaping tasks in the maintenance of varied Village grounds, rights of way, and parks. Maintenance of the grounds includes mowing, planting, edging, trimming, blowing leaves, mulching, watering, and trash removal. Parks work includes preparation of athletic fields and facilities. Work includes assisting with the spraying of chemicals and repairs of sprinkler systems, cleaning and routine maintenance of equipment and vehicles, and assisting with set-up, cleaning, and tears down for Village festivals and events, and snow removal. The employee may often work independently to carry out daily work assignments and have frequent interactions with Village business representatives, residents, and visitors through answering general questions and providing directions and other information. Employee must be able to perform manual labor and semi-skilled duties and abide by safety rules and regulations. Work subjects the employee to inside and outside environmental conditions, noise, vibration, hazards associated with maintenance work, fumes, odors, dusts, mists, gases, and oils. Duties may also expose the employee to human body fluids and thus the work is subject to the OSHA requirements on blood borne pathogens. Assignments are made daily and performed under direct supervision and work is reviewed through direct observation, and quality and quantity of work produced.
- Participates in turf management and horticultural installations, propagation and maintenance.
- Mows and maintains Village grounds, parks, open areas, and rights of way, and prunes trees and shrubbery, plants, waters, seeds and fertilizes grass, trees, flowers, and shrubbery;
- Participates in buildings maintenance tasks at various recreation facilities and parks including basic painting and carpentry duties.
- Sprays pesticides and other chemicals; and blows, rakes, and picks up leaves and trash.
- Participates in maintenance and repair of ball fields and grounds; maintains irrigation systems, digs trenches for water lines, lays lines, covers and packs down with dirt; repairs or replaces sprinkler heads.
- Drives truck to and from work sites; hauls supplies, equipment, and materials and picks up plants.
- Lines and drags ball fields during playing seasons.
- Participates in the removal of leaves and mulching of plant and flower beds; rakes leaves.
- Performs routine maintenance and replacement on machinery, equipment, and/or vehicles.
- During snow or high wind situations may assist with snow removal; cuts up and loads tree limbs and other debris.
- Operates a variety of equipment power tools, lawn mowers, chain saws, weed eaters, and hand saws.
- Maintains and performs safety inspections on playgrounds, playground equipment, and pedestrian bridges.
- Participates in set up, road closures, and traffic control for special events.
- Participates in the maintenance and operation of a splash pad.
- Follows relevant safety practices and procedures in equipment operation.
- Performs related duties as required.
- Knowledge of horticultural technology related to plant selection, installation and maintenance and turf management.
- Knowledge of tools, materials, and methods used in unskilled and semi-skilled grounds maintenance work.
- Knowledge of irrigations systems and methods to replace and repair lines and sprinkler heads.
- Knowledge of proper application of pesticides.
- Knowledge of the concepts and philosophy of teamwork and ability to work effectively as part of a team.
- Skill in light and medium equipment operation.
- Skill in customer contact and ability to respond to inquiries with courtesy and tact.
- Working knowledge of equipment and vehicle maintenance.
- Working knowledge of safety precautions applicable to the duties of the class.
- Ability to understand and follow oral and written instructions.
- Ability to use varied equipment required in performance of duties.
- Ability to establish and maintain effective working relationships with other employees, supervisors, and the general public.
- Ability to prepare and maintain written or electronic records of work activities.
This position requires enforcing and following all Village of Pinehurst and OSHA safety regulations.
PHYSICAL REQUIREMENTS:
- Must be able to perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.
- Must be able to perform heavy work, exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
- Must possess the visual acuity to operate equipment and vehicles, to operate hand tools and lawn mowers, and to make visual inspections of work assigned and completed.
SPECIALIST I
Some advanced training or college coursework in horticulture or a related field and experience in horticultural or landscaping and parks maintenance work; or an equivalent combination of education and experience.
SPECIALIST II
Graduation from an accredited university or community college with an associate’s degree in horticultural technology, turfgrass management, or related field and considerable experience in horticultural, parks and landscape maintenance work; or an equivalent combination of education and experience, which includes at least 4 years of experience in horticultural maintenance and a course certificate in horticultural technology or related field from an accredited university or college; or 6 years of horticultural maintenance and 2 professional certifications such as ISA Certified Arborist, NCNLA Certified Plant Professional, NALP Horticultural Technician or PGMS Certified Grounds Technician.
SPECIAL REQUIREMENTS:
Possession of a valid Driver’s License. Possession of, or ability to obtain and maintain, pesticide license by timeframe established by the Village. Possession of, or ability to obtain and maintain Certified Pool/Spa Operator certification by the timeframe established by the Village.
