Manager, Pipeline System Integrity Job at THIRD COAST EMPLOYEE SERVICES, LLC

We're seeking local candidates for a Manager, Pipeline System Integrity, based at our downtown corporate office. Position oversees the pipeline system integrity programs for all Third Coast assets, including onshore and offshore interstate and intrastate pipeline systems and other offshore assets (platforms, structures) to ensure full compliance with applicable federal (PHMSA, DOT, BSEE, BOEM, DOI) and state regulations. The Manager, Pipeline System Integrity, is a functional manager who serves as the integrity-related Subject Matter Expert and technical resource.
- Maintain and further develop historical archival information (data) about Third Coast’s assets as well as the environment that surround the assets in compliance with applicable regulations and maintain the data in an organized SharePoint environment.
- Maintain and further develop all system integrity programs including, but not limited to the Gas and Liquids IMP, Mechanical Integrity Plan, Corrosion Control Plan, Paint and Coatings.
- Risk Management Program: Manage the asset risk management program, assessing the critical nature (age, threats such as external, internal corrosion) of the assets and provide mitigation recommendations as applicable
- Review and update as necessary all baseline and reassessment methods for all assets, analyze results, prioritize findings, develop, and track an action plan to closure with the Project Management Team.
- Review, update as necessary all external and internal corrosion programs and implement same for all assets.
- Review, update as necessary and maintain the program in compliance with the PHMSA Gas Mega Rule and associated forthcoming rulemakings, including TVC, MCA & Liquids.
- Review and update as necessary all integrity related corporate manuals and plans associated with assets.
- Provide recommendations for integrity testing of pipeline systems (ILI, Hydrotest, ECDA, etc.), analysis, mitigation, and repair efforts as necessary
- Participate in Company due diligence activities as necessary
- Participate in JV asset management meetings
- Interact with all levels of employees and management within the company, and in particular with the Operations EHSR and Technical Services teams, and interact and communicate with local, state, federal regulatory agencies, and consultants with self-confidence, poise, and professionalism.
Working Conditions
- Hybrid schedule with remote work and corporate office presence on minimum designated core days and additional days for HR and business activities
- Works in both office and field settings. When in office setting, must be able to sit and work at a computer keyboard for extended periods of time. When in field setting, may be exposed to a variety of conditions including weather extremes, confined spaces, and loud noises.
- Physical activities may include climbing, balancing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, repetitive motion
- Travel requirement is estimated at 30% and with some overnight stays.
- Ability to travel offshore by helicopter and with some overnight stays.
- Ability to respond 24/7 by phone, email, or travel for any emergencies.
Education and Qualifications
- Bachelor’s degree
- Minimum of ten years of applicable oil and gas industry experience.
- Proficiency in Microsoft Office applications, advanced Excel experience required.
- Experience and proficiency with Instrumentation Testing, NACE Certification, Pipeline Integrity, Pipeline Cathodic Protection and Corrosion Control Systems, Asset Risk management and Sustainability software.
- NACE Certification not required but preferred. Ability to obtain NACE Certification required.
- Knowledge of PHMSA, DOT, BOEM, DOI standards
- Experience with State and Federal Agency regulators
- Excellent professional written and verbal communication and interpersonal skills required.
- Ability to prioritize assignments, deal with interruptions, and meet deadlines in a fast paced and growth-oriented environment.
- Ability to collaborate with other departments to meet personal as well as business goals and key performance indicators.
