You will be responsible for the development and tactical execution of full-cycle sourcing and recruiting strategies, programs, and processes.
Your primary objectives:
- Develop and implement full-cycle talent acquisition processes, from sourcing to onboarding, that produce timely, high quality outcomes for business unit clients.
- Proactively drive development of quality talent pipelines through sourcing passive and active candidates.
- Ensure excellence in service delivery and experience quality for hiring managers, candidates, and newly-hired employees.
- Develop, deliver, and maintain effective communications with hiring managers, to include training on hiring best practices.
- Manage, lead, and develop the Talent Acquisition team.
Duties and Responsibilities
- Drive full-cycle talent recruitment processes with effective engagement of hiring managers, vendors, and candidates.
- Develop, monitor and utilize key performance indicator targets to ensure consistent, effective service delivery, communication and service level agreement adherence, quality standards, and effective inclusion practices.
- Partner with business units to understand hiring needs.
- Coach hiring managers throughout the recruiting process using a highly consultative approach, providing hiring best practices training, as needed.
- Source candidates, screen resumes, evaluate assessments, and interview candidates to identify potential placement and fit.
- Guide managers, recruiters, and applicants through interviews, negotiations, and onboarding.
- Anticipate and regularly communicate information impacting other departments and business units.
- Drive and continuously improve regulatory compliance, data management, candidate and hiring manager communication and feedback, reporting and utilization of technology resources, identification of internal talent, and candidate selection and onboarding.
- Provide strategic analysis and recommendations to optimize candidate sourcing.
- Manage, lead and develop the Talent Acquisition team to foster a culture of collaboration, engagement, leadership, and excellence.
- Develop and evaluate staff knowledge, skills and abilities to ensure alignment with service delivery requirements and to complete the recruitment life cycle and enterprise-wide staffing needs.
- Develop and implement best practices and internal audit processes that ensure the integrity of records in the applicant tracking system and recruiting files.
- Other duties as assigned.
Required Education
- Bachelor’s degree in related field and/or equivalent combination of college-level coursework and experience in human resources or directly-related field.
Preferred Licenses and Certifications
- Strategic Talent Acquisition (STA) certification, SPHR-CA, SHRM SCP or equivalent credentialing preferred
- Transportation Worker Identity Credential (TWIC) preferred
Required Work Experience
- 7+ years progressive experience across multiple disciplines of human resources.
- 3+ years managing full-cycle Talent Acquisition function, including supervision of staff.
Preferred Work Experience
- Corporate recruiting and customer service experience within the transportation industry preferred
Required Knowledge, Skills and Abilities
- Solid technical understanding of federal and state labor laws related to hiring, including ADA, EEO, and AAP.
- Proven track record of developing robust talent pipelines and effectively sourcing and hiring passive candidates.
- Understanding of best practices relating to management and enhancement of client and candidate experience.
- Strong business acumen and ability to collaborate effectively with client groups.
- Effective communication skills, including proactive facilitation of communication in cross-functional teams.
- Ability to model and require appropriate and respectful handling of sensitive and confidential information.
- Superior negotiation and closing skills, and comfort navigating ambiguity.
- Proficiency with Microsoft Office Suite of tools necessary to execute required duties.
- Proficiency using Human Resources Information and Talent Management Systems and reporting functionality.
- Knowledge of effective vendor contract management and requirements for staffing agencies, pre-employment service providers, and job boards.
Preferred Knowledge, Skills and Abilities
- Familiarity with Jobvite and UKG (UltiPro/Ultimate Software) preferred

The applicable salary range is aligned to one of 5 zones according to a cost of labor index for the geographic location of the role. Starting pay for the successful applicant will depend on a variety of job-related factors, which may include related experience, education and training, location, business needs, or market demands. The expected salary range for this role is set forth below. Ranges may be modified in the future.
Zone 1: $120,000 - $135,000
This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment.
Annual Incentive Opportunity: 15% of eligible compensation
Must be fully vaccinated against COVID-19.
