Job Title: OCRP Case Manager/Subject Matter Expert (SME) FLSA: Non-Exempt

Supervisor: OCRP Supervisor/Master Instructor

Job Hours: 9:00 am - 4:00 pm Monday - Friday

Rate of Pay: 50,000 plus DOE

Job Summary: The Outpatient Competency Restoration Program (OCRP) provides timely and effective competency restoration services to people determined by the court as not competent to stand trial and assist in their own defense and appropriate for community-based services. This program works closely with the Health Care Authority and DSHS Forensic Navigators. The Subject Matter Expert provides direct services to people enrolled in the Outpatient Competency Restoration Program (OCRP) including working with people in a community-based or office setting on a one-on-one or group basis.


Essential Job Duties:

  • Provide immediate crisis intervention and resolution as needed.
  • Maintain client and staff confidentiality at all times.
  • Have legible handwriting.
  • Be able to do simple mathematics.
  • Be able to read and comprehend agency/client charts.

Specific Duties Required of Subject Matter Expert (SME):


  • Upon request the SME will assist clients in:
  • Utilizing the “Breaking Barriers C.O.R.E. curriculum as it relates to competency restoration services to address a person’s specific barriers to competency.
  • Provide individualized care plans to address barriers to competency.
  • Monitor an OCRP’s enrolled person’s barriers to competency.
  • Develop and maintain an individualized care plan including barriers to competency and assigned interventions.
  • Work with OCRP enrolled people in an office or community-based setting on weekly basis with the goal of addressing a person’s barriers to competency by providing psychoeducation using the Breaking Barriers C.O.R.E. curriculum.

  • Upon request of the Forensic Navigators the SME will:
  • Coordinate new referrals.
  • Direct & coordinate client intakes to ensure timely completion of intake documentation.
  • Complete and provided required documentation on a weekly basis.

  • SME expected to promote Trauma Informed Care principals as basic general competency including the following:

  • Communication – uses English language effectively to send and receive messages, both oral and written, in a clear, positive, prompt and appropriate manner.

  • SME will perform the following responsibilities when called upon:
  • Work semi-independently managing a caseload of OCRP enrolled people in a highly competent and professional manner.
  • Complete a significant amount of non-routine tasks of moderate complexity which are guided by formal policies and procedures daily.
  • Provide back-up or outreach accompaniment to staff members when an OCRP enrolled person may be in crisis.

  • SME will be required to have the following skills and knowledge:
  • Familiarity with the DSM-V and ability to apply diagnostic criteria.
  • Ability to develop and implement treatment strategies tailored to individual needs.
  • Ability to assess training needs of team members and provide training and coaching when appropriate.
  • Time management skills, priorities, and paperwork; excellent written and oral communication skills.
  • Must be able to work effectively in a team environment and the ability to collaborate effectively with external partners.
  • Understanding of the importance of clear; professional boundaries and maintenance of such.
  • Cultural competence.

  • Perform assigned duties which include but are not limited to:
  • Attend all Team/staff/community/agency meetings interacting in a collaborative, professional and constructive manner.
  • Attend all program and agency mandated trainings.
  • Performs other duties as assigned.

Job Requirements:

  • Current First Aid and CPR cards.
  • Current home phone/address.
  • Valid driver’s license and clean driving record in order to use agency vehicles
  • Documentation of personal insurance in order to use personal vehicle for member transport and to use agency vehicles.
  • Agree to permit Criminal Conviction Inquiry.
  • Be free of substance abuse.
  • A working knowledge and adherence to all agency policies and procedures.

Minimum Qualifications:

  • Master’s or Bachelor’s degree in a mental health related field and one years relevant experience.
  • Must be eligible for a Washington State Department of Health Agency Affiliated Counselor Registration or other licensed mental health credential.
