Brief Description
Job Summary
Under general direction and in compliance with standard operating procedures and policies, assists Municipal Court with case flow management by serving as the first point of contact between the accused - in custody - and a judicial officer. Assists with orderly case flow management. Conducts arraignments and reviews submitted affidavits to determine sufficient probable cause. Generates and signs arrest warrants, courtesy summonses, summonses, and subpoenas, etc. Creates and modifies cases in the Court’s case management system. Coordinates transport of in-custody defendants with Court security and detention facility. Ensures victim’s rights are protected. Acts as a liaison between the Court, the American Bar Association, the public, and other parties to ensure that cases proceed smoothly and efficiently. Serves as a knowledgeable resource for State statutes, City ordinances, policies, business processes and other judicial or criminal justice information. Provides level of customer service necessary without giving legal advice. Monitors status of in-custody defendant cases and ensures they are submitted to the Court in a timely manner. Provides assistance to Court staff members with best practices, legislative changes or administrative orders. Receives and reviews documents to determine conformity with appropriate rules, practices and/or requirements. Assists with and/or leads special projects as needed or assigned.
Job Duties
Essential Functions
- Maintain Case Flow Management: Inform the accused – taken into custody by law enforcement – of his/her rights and explain the nature of the charge(s) and possible penalties involved in a manner which makes the information clearly understandable. Review charges and defendant’s criminal history (if applicable) and determine the conditions, which if met, will stipulate the form of the defendant’s release from custody. Ensure that a reasonable attempt was made by the detention facility to notify the victim of their rights to attend a bond proceeding; take appropriate steps to safeguard the rights of the victim and ensure he/she is protected from harassment or intimidation. Enter cases in the Court’s case management system. Prepare and generate a variety of complex documents in the course of business. Review and evaluate complaints submitted by interested parties to determine if there is probable cause for arrest warrants, courtesy summonses, fugitive warrants and search warrants. Coordinate transport of in-custody defendants with Court Security and the detention facility. 60%
- Maintain Record Information Management: Maintain integrity of the jailed defendant filing system by means of monitoring proper access and submitting case files in a timely manner to the Court. Ensure quality control of data and records for accurate statistical and financial reporting. Receive and review documents to determine conformity with appropriate rules, practices and/or requirements. Ensure all documents submitted to the Greenville County Detention Center are accurate, up-to-date and complete. Assist in special projects as needed or assigned. Provide assistance to all Court staff members with records management best practices, legislative changes or administrative orders. 20%
- Provide Customer Service: Answer advanced public inquiries on jailed case statuses, availability and location of records. Triage situations or inquiries to determine level of responses (e.g., Municipal Judge involvement). Act as liaison between the Court, bond company representatives, the bar, the public and other parties to ensure that cases proceed smoothly and efficiently. Assist by staffing phone lines and answering public inquiries. Serve as a knowledgeable resource for state statute, city ordinances, policies, business processes and other judicial or criminal justice information. Provide appropriate resource information for inquiries about other agency processes and responsibilities. Provide level of customer service necessary without giving legal advice. 15%
- Process and Document Cash Transactions: Receive payments and issue receipts for bond payments and bench warrant payments. Post payments in the Court’s case management system. Prepare Daily Balancing Sheet and deposit slips for Daily Deposit Review when payments are processed. Place daily deposit information in disposable deposit bags for transport to financial facility. 5%

Qualifications
Job Requirements
- Associate degree in Criminal Justice, or a related field.
- Over two years of progressively responsible experience in a related field.
- Bondable upon hire. Must successfully complete 2 week Summary Court Judge School and pass the test within one year of employment.
Driver's License Requirements
- Valid South Carolina Class D Driver's License.

- Municipal Court related laws, legal codes, court procedures, precedents and government regulations.
- Various repositories of information used in police records and related legal documents.
- Principles and processes for providing customer and personal services including a desire to help customers regardless of their circumstance.
- Administrative/clerical procedures and systems such as word-processing systems and office terminology.
Ability to:
- Perform records processing and management, including entry of citations/arrest warrants in the Court database.
- Respond to and resolve difficult citizen inquiries and complaints, assist defendants and attorneys with Court processes and advise the public on Municipal Court policies, procedures and regulations.
- Identify problems and review related information to develop and evaluate options and implement solutions.
- Accurately process cash and monetary payments and issue receipts for bond and bench warrant payments.
- Serve as a project or team lead.
- Establish and maintain effective working relationships with co-workers, supervisors, and the general public.
- Communicate with others in person, in writing and by telephone as indicated by the needs of the audience.
- Read, analyze, and interpret affidavits, professional journals, financial reports, legal documents, and governmental regulations as well as other documents used by the department.
- Write reports, prepare legal documents, and compose emails in a clear and professional manner.
- Operate general office equipment to include scanner, printer, copier, telephone, fax machine, calculator, and computer with Microsoft Office Suite.
- Utilize specialized software and systems to include Adobe Reader, Naviline/AS400 Applications (Greenville County AS400), SC Case Management system and related court/case management system.
