Job Description

We are seeking a skilled Network Engineer to join our Assessment and Authorization (A&A) team supporting the Naval Surface Warfare Center Carderock Division (NSWCCD) and its detachments. The candidate will install, configure, test, operate, maintain, and manage network devices including hardware, software, and operating systems that permit information sharing across the full spectrum of transmission using all media. The successful candidate will also support the security of information and information systems by providing RMF package creation and RMF ATO maintenance support.

Key Tasks and Responsibilities

  • Install, configure, troubleshoot, and maintain server and systems configurations (hardware and software) to ensure their confidentiality, integrity, and availability.
  • Administer server-based systems, security devices, distributed applications, network storage, messaging, and perform systems monitoring.
  • Consult on network, application, and customer service issues to support computer systems’ security and sustainability.
  • Collaborate with the designated Functional Authorizing Official (FAO), Trusted Package Submitting Officer (TPSO), Commanding Officer (CO), Naval Nuclear Propulsion Program (NNPP) and/or their representatives for PIT Afloat, PIT Ashore, and RDT&E Zone B, C, and D packages throughout all steps of the RMF process.
  • Develop and update documents as required by DoD, DON, NAVSEA, NSWCCD, and Navy Enterprise Mission Assurance Support Service (eMASS).
  • Scan for and apply remediation in accordance with the Defense Information Security Agency (DISA) Security Technical Implementation Guides (STIGs), Security Requirements Guide (SRG), Security Readiness Review (SRR), Navy SOPs, eMASS and generate DISA checklists and/or artifacts.
  • Conduct vulnerability scanning of ISs utilizing Assured Compliance Assessment Solution (ACAS) and Security Content Automation Protocol (SCAP) of the ISs.
  • Prepare ISs for the authorization process within the timeframe prescribed by the Command Information System Security Manager (ISSM).
  • Assess, document, and report all security controls within eMASS.
  • Provide hardware and software data gathered during the ATO package creation to the NSWCCD Alloy Discovery Enterprise administrator every maintenance cycle.
  • Create all package documentation and create and document all artifacts as necessary.
  • Analyze, remediate, and document vulnerabilities by performing vulnerability analysis, completing all Navy and NAVSEA Standard Operating Procedure (SOP) documents, remediating vulnerabilities posing a corresponding risk to operations, and documenting residual risks into Plan of Action and Milestones (POA&Ms), Risk Assessment Reports (RARs), and all other applicable documents as required for a complete package submission.

Job Requirements:

Education & Experience

  • Bachelor's degree and 8+ years of relevant experience is required.
  • Experience in Cisco hardware/software and cloud computing platforms.
  • Knowledge of DoD Instruction (DoDI) 8510.01, Risk Management Framework for DoD Systems.
  • Experience with Vulnerability Remediation Asset Manager (VRAM) database.
  • Experience with Assured Compliance Assessment Solution (ACAS) and Security Content Automation Protocol (SCAP). Experience with DoD RMF and Navy-specific processes.
  • Knowledge of DISA STIGs, SRG, SRR, Navy SOPs, eMASS, ACAS, and SCAP.

Certifications

  • DoD 8570 IAT Level III certification is required (CASP+ CE, CCNP Security, CISA, CISSP (or Associate), GCED, GCIH, or CCSP)
  • Training/certification in Cisco, Azure and AWS cloud technologies is preferred

Security Clearance

  • US citizenship is required
  • Secret / T3 security clearance is required (candidate must be eligible to obtain a Top Secret / T5 clearance)

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)

  • Position is eligible for telework. However, the candidate must live within the local commuting area and shall report onsite at their designated location as required.
