The Occupancy and Compliance Specialist, a key Occupancy & Compliance team member, is responsible for maximizing physical and financial utilization of the Central City Concern housing portfolio and providing critical support to the Occupancy and Compliance Manager in assuring regulatory compliance for the portfolio. This position manages waitlists, processes applications, and income certifications, prepares leases and addenda, monitors vacancy, coordinates Section 8 subsidies, coordinates tenant move-ins, assists with rent collections, manages and compiles reporting information, and other activities in support of the compliance function. This is not a leasing agent or housing placement specialist role. The Occupancy and Compliance Specialist will assist in monitoring regulatory compliance with funding agreements, landlord/tenant and fair housing laws, and assisting occupancy and site staff with compliance-related functions.

RESPONSIBILITIES:

  • Maximize portfolio occupancy by coordinating approved applicants and available units throughout assigned properties.
  • Prepare residential leases.
  • Coordinate waitlist and application processing for units with Section 8 subsidy, including assisting applicants with preparing Home Forward documents and high-volume scheduling with Home Forward.
  • Process wide variety of income verification documents.
  • Prepare Tenant Income Certifications in accordance with various funding agreements.
  • Post tenant and subsidy rent payments, security deposits, and other revenue items in Property Management Database.
  • Maintain schedule of move-in activity and coordinated with staff as needed to facilitate smooth workflow.
  • Prepare and Maintain tenant files and documentation in a neat, orderly manner.
  • Prepare periodic reports concerning building occupancy and tenant certification.
  • Assist with other data processing as needed, including annual reporting.
  • Manage Resident Reasonable Accommodation/Modification procedure.
  • Serve as backup for Occupancy Specialists, Administrative Assistants, and Compliance Specialists during absences and/or peak work periods.
  • Assist Occupancy and Compliance Manager in monitoring regulatory compliance with funding agreements, landlord/tenant and fair housing laws.
  • Ensure timely Annual Recertification of tenant incomes in accordance with various regulatory agreements. This position will work directly with tenants to obtain the necessary documentation for Annual Recertification.
  • Work with Occupancy and Compliance Manager in the development of systems and processes to meet the anticipated needs of CCC’s expanding portfolio of affordable and special needs housing.
  • At the direction of the Occupancy and Compliance Manager, review and approve initial and annual Tenant Income Certifications, in accordance with requirements of layered funding agreements, across the entire portfolio.
  • Monitor and assist Occupancy Specialists and Community Managers as needed with third-party verification processing, tenant certification, and filing.
  • Process a wide variety of income and asset verification documents.
  • Support and assist as needed with Section 8 waitlist compliance and functions.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identifying information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Gather, edit, and refine program boilerplates and impact data. Help to keep files organized and updated.
  • Adhere to all CCC policies, procedures, and guidelines.
  • Attend all required meetings and training.
  • Perform related duties as assigned within the scope of the role.
  • Become a certified State of Oregon Enrollment Assister and assist individuals in enrolling for healthcare coverage as directed by their supervisor.

QUALIFICATIONS:

  • High School diploma or GED equivalent.
  • Direct experience with Sect. 42/LIHTC compliance and tenant certification; preference will be given to applicants with experience in compliance functions related to mixed-finance projects, including but not limited to LIHTC, HOME, Tax Exempt Bond, Public Housing, and HOPWA funding agreements. Comparable skills and experience in another field may be considered by management.
  • Direct experience with Project-based Section 8 and Public Housing is strongly desired.
  • Sufficient computational ability to calculate percentages, fractions, and other basic mathematical manipulations.
  • Familiarity with Oregon Landlord/Tenant and Fair Housing Laws and practices.
  • Must have a strong working knowledge of MS Excel and advanced spreadsheet analysis and functions. Preference will be given to those who can demonstrate familiarity with spreadsheet conditional logic and Office mail-merge functions.
  • Must possess strong knowledge of MS Office software and be able to perform basic functions such as composing business forms, letters, and creating spreadsheets. Must be able to utilize spreadsheet functions to perform basic sorting, filtering, mathematical, and date-related operations.
  • Must possess sufficient composition and grammatical proficiency to compose business letters, report summaries, and technical documents.
  • Must be able to bend, stoop, kneel, squat, twist, reach, pull, and lift heavy objects. Must be able to climb stairs several times a day.
