General Statement of Job

Provides electronic monitoring, outreach detention supervision surveillance and informal case management for the Juvenile & Domestic Relations Court; does related work as required. Work performed under regular supervision of the 15th District Court Service Unit and under direct supervision of the Court Service Unit Supervisor.


Special Duties & Responsibilities


  • Providing monitoring, outreach detention supervison surveillance and informal case management services for the Juvenile & Domestic Relations Court. Too include night and weekend contact with juveniles on pre-dispositional monitoring, supervision, pending trial or sentencing.
  • Prepares and maintains confidential files and records.
  • Visits juveniles and their families to ascertain the juvenile’s compliance with conditions of release or supervision.
  • Makes home, school, work and detention center visits.
  • Works with and maintains cooperative interagency relationships with Sheriff’s Office, school system and other agencies.
  • Assists in facilitating or coordinating programs/groups for at risk youth and/or parents.
  • Consults with probation officers and reviews surveillance efforts with supervisor.
  • Performs other duties as assigned.
  • Responsible for participant’s program orientation. Effectively communicates the program rules, regulations and contract requirements of their participation.
  • Sets the guidelines and requirements for the participant while on the Electronic Monitoring program by detailing permitted activities and setting schedule for electronic monitoring.
  • Conducts weekly participant compliance appointments to collect, review and interpret participant activity documentation; review participant activity reports to determine whether participants are in compliance verifies and/or adjust participant activity schedule as needed; prepares reports and notices for case file.
  • Reviews and interprets daily participant reports, investigates participants’ activities that are not in compliance with court order or rules of EIP/outreach detention.
  • Install or visually inspect electronic monitoring equipment being used by participant.
  • Testify in court for participants that have not met the requirements of the program.
  • Administer required drug testing.
  • Advise Probation Officer, Parole Officer or CSU Supervisor of participants that are not in compliance with their program requirements.
  • Maintain an auditable case file for all participants under their management.

Minimum Training & Experience

Bachelor's degree preferred: Associate's degree or equivalent required. Two years' experience in criminal justice or related field; education accepted in lieu of experience.


Special Requirements

Possession of an appropriate driver's license valid in the Commonwealth of Virginia. Must successfully pass criminal background investigation and drug screening.

Considerable knowledge of surveillance techniques, detention alternatives and community resources. Experience working with people of diverse backgrounds, working as a team member and working effectively with clients, families, co-workers, other professional and technical staff, schools and the public. Demonstrated ability to manage time and work under minimal supervision. The ability to document services, maintain records, enter and retrieve information from automated systems needed.
