Outreach Specialist (Health Insurance Navigator Program)
This is a 12 hour/week temporary position with funding until February 2024.

HSC is seeking a part-time Outreach Specialist to work with HSC’s Health Insurance Navigator Program to focus on outreach work to help ensure Tompkins and Cortland county residents don’t lose their health insurance. Due to the public health emergency enacted in March 2020 as a result of the COVID-19 pandemic, people insured through Medicaid, Essential Plan and Child Health Plus have had continuous coverage, meaning they have been able to keep their health insurance without renewing each year. Starting in June 2023, continuous coverage will end in New York State. People who are insured under these three programs must renew their health insurance application through New York State of Health by the end of the month of their renewal date, otherwise they will lose their coverage.

This position is an opportunity for applicants who are interested in helping people in Tompkins and Cortland Counties keep their current free or low cost health insurance or find out if they qualify for health insurance subsidies for qualified health insurance plans. This position will also work closely with other organizations and service providers to reach community members in other settings. This job uniquely offers the ability to work both in the office and out in the community (Tompkins and Cortland counties).

Responsible to:
Director of Health Planning

Qualifications:

• Strong verbal communication skills. Able to speak in group settings, collaborate with other community based organizations and speak with community members about the impact of the end of continuous coverage of Medicaid, Essential Plan and Child Health Plus.
• Written ability to communicate via email, create outreach materials and marketing strategies to promote health insurance navigator services.
• Comfort with computers and web-based systems. Experience with designing outreach materials via computer programming is a preferred, but not required.
• Knowledge of or interest in learning about the different health insurance options available through the New York State of Health.
• Desire to help members of the community with their health insurance-related needs.
• Demonstration of a helpful, positive, and nonjudgmental approach, showing respect and fairness to all community members, especially those on Medicaid and other low cost health insurance programs.
• Ability to travel within Tompkins and Cortland Counties for outreach purposes. Must possess a valid driver’s license and access to a vehicle, or be able to meet the transportation requirements of the position. Mileage reimbursement included for work-related travel.
