Job Summary

The Outside Plant Technician will maintain control of outside plant (OSP) activities around assigned work sites, staking and maintaining accurate field notes, supporting project timelines, and inspecting, designing and providing accurate Staking Sheets for projects.

Essential Job Functions

· Coordinates outside plant construction by conveying work objectives and project requirements to construction crews and inspectors; overseeing the inspections of construction crews; scheduling and monitoring work progress; coordinating with contract construction supervisors and foremen to ensure proper operations of construction crews.

· Develops Outside Plant project work objectives by gathering and recording pertinent data; identifying and evaluating options, choosing a course of action; designing course of action on staking sheets in accordance with the OSP Engineering Department long range plans; ensuring all easements, permits and approvals are obtained prior to construction; planning cable cuts.

· Maintains organization’s stability and reputation by complying with all legal requirements; designing outside plant projects by engineering to economic standards that ensure best possible service and least inconvenience to subscribers; monitoring work and inspections for quality assurance; meeting deadlines; resolving customer complaints; verifying labor, materials and performance of construction crews; ensuring proper work zone safety procedures are followed.

· Implements outside plant work objectives by initiating work orders; coordinating work flow within the OSP Engineering Dept. and with construction personnel.

· Complies with Federal, State and Local Regulations by designing all outside plant work to meet standards developed by the Outside Plant Engineering Department, N.C. Sedimentation and Soils Commission, Highway Department, Rural Utilities Service, National Electrical Code and National Electrical Safety Code.

· Maintains work order cost estimate system by defining outside plant project limits; recording cable size and gauge, footage and cost estimates; assigning work order number.

· Maintains Outside Plant Engineering graphics and database by collecting, analyzing and distributing as-built engineering drawings, specifications and supporting documents upon completion of projects; resolving discrepancies in records.

· Represents the organization by meeting with customers, local utility companies, highway department officials and other telecommunication entities.

· Contributes to Outside Plant Engineering Department effectiveness by identifying issues that must be addressed; providing information and commentary relevant to operations; recommending options and courses of action.

· Provides Outside Plant Engineering information by answering questions and requests.

· Maintains professional and technical knowledge by attending educational workshops

· Ensures vehicle operation by performing periodic preventive maintenance checks; ensuring repairs and services completes as needed.

· Contributes to Outside Plant Engineering effort by accomplishing related results as needed

· Maintains and safely operates a company vehicle for work assignments

· Driving a company vehicle is an essential job function of this position, therefore you are subject to a MVR check upon hire, and annually thereafter.

Knowledge, Skills and Abilities

· Advanced knowledge of Rural Utilities Services units.

· Advanced knowledge of outside plant construction (aerial and buried).

· Familiar with NC Department of Transportation Work Zone Safety regulations.

· Ability to utilize geographical information systems and maintain OSPE graphics and database.

· Proficient with the Microsoft Office programs of Excel, Word and Outlook and common peripherals and application programs to include printers and plotters.

· Knowledge of the process involved in obtaining easements, permits and approvals needed prior to construction.

· Excellent communication skills in order to resolve customer complaints related to local construction and coordinate projects with other authorities having jurisdiction.

Education and Experience

· High School Diploma or equivalent is required

· Two to five years’ experience in outside plant construction preferred
