SUMMARY
The Parks and Maintenance Manager oversees the maintenance and repair of six park sites, all park amenities, and structures, and two facilities. The Parks and Maintenance Manager is responsible for directing and executing park and building maintenance operations; horticulture, landscaping, athletic field maintenance, parking lot maintenance, preventative maintenance, building repair, and snow and ice control.

The Parks and Maintenance Manager works with the Executive Director to plan and coordinate park capital improvement projects for the Community Park District of La Grange Park.

IMMEDIATE SUPERVISOR
The position reports to the Executive Director.

ESSENTIAL FUNCTIONS:

  • Administrative duties include but not limited to recruiting, interviewing, hiring, supervising, evaluating and, disciplining all parks department personnel; training staff in the safe operation of park maintenance machinery and tools; submitting a bi-weekly payroll; communicating with the Executive Director regularly on Park District matters; submitting and managing an annual budget; submitting a monthly status report; developing and implementing an efficient building and grounds maintenance plan; maintaining proper maintenance records; preparing bids for and ordering all vehicles, supplies and equipment in accordance with the District purchasing policy; reviewing, preparing, approving and submitting invoice payment vouchers; maintaining and protecting supplies and other inventory; promoting District activities to community groups; exhibits exceptional customer service.
  • Building and grounds management duties include but not limited to managing and supervising maintenance and development of the District’s flowerbeds, turf, ornamental landscaping, athletic fields, pathways, and parking lots at all parks; overseeing any equipment repairs for the District including but not limited to vehicles and park maintenance equipment; overseeing winter maintenance of District properties including but not limited to, snow and ice removal from parking lots and sidewalks; managing and supervising in-house projects; developing and executing capital equipment and vehicle replacement schedule according District purchasing policy; and acting as the District’s representative to project contractor(s), and monitors the District’s budget for the successful completion of capital projects within the funds appropriated by the Board of Commissioners.
  • Perform routine park maintenance tasks including but not limited to driving all motorized vehicles, mowing grass (using riding and push mowers), raking grass/leaves, blowing grass/leaves, trimming trees and hauling branches, digging holes, planting foliage, planting sod, hauling and spreading mulch, hauling dirt, weed control (pulling and spraying weeds), maintaining sports fields (dragging and raking fields and filling/raking in areas with bags of turface), hauling and spreading of screening, removing and placement of baseball field fencing, making necessary repairs to playground equipment and grounds, maintaining all court surfaces, shoveling snow, plowing snow, spreading salt, using powered snow removal equipment, installing and maintenance of an outdoor ice rink.
  • Emptying trash cans.
  • Maintaining park maintenance equipment, including but not limited to small tools and motorized vehicles, changing of park equipment tires, fuel and oil needs, using hoists to repair under equipment, blade sharpening, minor vehicle tune-ups and repairs as needed.
  • Performing basic carpentry, electrical, and plumbing tasks.
  • Set-up and teardown for special events, as assigned, which could include lifting and moving of heavy items.

SECONDARY FUNCTIONS

  • Assists with Park District special events.
  • Attends Park Board meetings, as required.
  • Conducts and attends regular staff meetings.
  • Represents the Park District in various public forums.
  • Attends conferences and workshops to promote knowledge in related areas of responsibility.
  • Must be able to deal with people under stressful and demanding situations.
  • Performs other duties as assigned.
  • General housekeeping to all park buildings, including but not limited to filling in as Recreation Center custodian, painting surfaces and fences, cleaning of gutters and minor roof repairs to all park buildings.

PHYSICAL REQUIREMENTS, ENVIRONMENTAL CONSIDERATIONS AND PROTECTIVE GEAR/CLOTHING

  • Sitting, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Perform lifting tasks up to 50 pounds. Loads over 50 pounds must be lifted with mechanical assistance or assistance from others.
  • General work area is outdoors, with frequent exposure to natural and potentially extreme weather conditions while performing job duties, including extreme heat and cold, snow, rain and ice weather conditions.
  • Exposure to chemicals such as fertilizers, weed killers, pesticides, cleaning solutions, solvents, petroleum products, etc.
  • Exposure to mud, dirt, dust and decaying organic material.
  • A dress code is a must for perception and safety. Protective clothing and gear, depending on the particular job duty, includes but is not limited to:

  • Leather type work boot
  • Protective gloves

REQUIRED COMPETENCIES

  • Capacity to safely operate a variety of maintenance equipment and machinery.
  • Ability to clean, calibrate, make adjustments and perform routine maintenance on equipment.
  • Ability to create and follow a budget, following Park District policies.
  • Ability to follow established Park District safety rules and guidelines.
  • Ability to maintain positive and effective working relationships with fellow workers, patrons and the general public.
  • Capacity to utilize effective time management skills to complete or delegate assigned work.
  • Ability to follow through on projects from beginning to end without immediate supervision.
  • Capacity to solve problems and make project-related decisions.
  • Ability to safely operate motor vehicles.

HOURS

The Parks and Maintenance Manager is an exempt full-time position working a minimum of 40 hours per week. The scheduled work hours for this position are Monday-Friday, 6:00am to 2:00pm, including ½ hour for lunch. The scheduled hours may be subject to change at the discretion of the Executive Director. Evening and weekend hours will be required to respond to maintenance emergencies, snow plowing, or to assist with special events.

EDUCATION, EXPERIENCE AND TRAINING

A minimum of 4 years experience in park maintenance, park development, and construction management. A degree in horticulture, forestry or other related fields is a plus, but not required. Must be familiar with emergency response procedures, read and understand blueprints and electrical schematics. Must be in good physical condition with sufficient strength to lift and hold 50 pounds. Must possess knowledge of computers and have proficient use of Microsoft Office Suite programs, including Excel and Word. The individual in this position must become a Certified Playground Safety Inspector, certified Public Pesticide Applicator or Operator within one year of his/her date of hire. CPR/AED certification is required for all full-time staff. The training will be provided by the park district. A valid Illinois Driver’s License is required.
