The Ideal Candidate for this Position will:

Assist Director of Parks & Recreation with planning, organizing, supervising and reviewing the functions of the Parks Division including but not limited to overseeing the maintenance and repair of municipal parks, grounds and landscaping; to provide leadership to the division; to coordinate assigned activities with other City divisions, departments and outside agencies; to provide administrative support to the department director; and performs other related duties as required.

Examples of Duties

ESSENTIAL FUNCTIONS:

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.
  • Assists in developing, planning, and implementing division goals and objectives; develops and implements short-term plans; recommends and administers policies and procedures.
  • Plans, organizes and directs division activities; participates in the development of the division annual work plan; assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods, and procedures
  • Coordinates division activities with those of other departments and outside agencies and organizations; provides staff assistance to the Director of Parks and Recreation; prepares and presents staff reports and other necessary correspondence.
  • Assists in the development and administration of the division budget; forecasts funds for staffing, equipment, materials, and supplies; monitors and approves expenditures.
  • Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures; maintains discipline and high standards as necessary for efficient and professional operations of the Department.
  • Represents the division to outside groups and organizations; participates in outside community and professional groups and committees; provides technical assistance as necessary.
  • Researches and prepares technical and administrative reports and studies; prepares written correspondence as necessary.
  • Performs daily control reviews, monitors productivity, and enforces safety practices and procedures.
  • Obtains bids, requests funds, and participates in the selection of tools, equipment and supplies required for grounds maintenance and landscape activities
  • Plans project work and orders supplies, materials, and equipment required for landscape and maintenance projects.
  • Assists in the construction, repair, and/or maintenance of municipal recreational fixtures (bleachers, tables, playground equipment, signs, fences, etc.) and participates in maintenance of the City Pool and Gym facilities.
  • May act in the absence of the department director.
  • Performs related duties as assigned.

Typical Qualifications

EDUCATION, TRAINING, AND EXPERIENCE

  • Associate’s Degree in Horticulture, Natural Resources, Environmental Sciences or closely related area of study.
  • A minimum of three (3) years administrative, supervisory, or field experience in parks, landscaping maintenance and repair. Job related experience may substitute for the required education on year-for-year basis
LICENSES AND CERTIFICATES:
  • A valid driver license is required at the time of application and must be maintained throughout employment.
Special Requirements:
  • Residency within 25 miles of San Luis and within the US required.
  • Must have the ability to pass an extensive background check and drug screening.
Knowledge of:
  • Principles and practices of leadership, motivation, team building, and conflict resolution.

  • Pertinent local, state and federal laws, rules, and regulations.
  • Organizational and management practices as applied to the analysis and evaluation of programs.
  • Principles and practices of organization, administration, and human resource management.
  • Principles and practices of budget preparation and administration.
  • Project management and scheduling techniques.
  • Tools/equipment/materials used in maintenance activities, including irrigation systems.
  • Operation, maintenance and repair of a variety of tools, equipment, materials, and vehicles.
  • Sanitary standards/regulations and safety procedures.
Ability to:
  • Plan, direct, and control the administration and operations of the Department.
  • Prepare and administer department budgets.
  • Develop and implement department policies and procedures.
  • Supervise, train, and evaluate assigned personnel.
  • Establish and maintain cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies.
  • Assess and prioritize multiple tasks, projects and demands.
  • Gain cooperation through discussion and persuasion.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Interpret and apply federal, state, local, and department policies, procedures, laws and regulations.
  • Schedule, direct, and participate in grounds maintenance tasks.
  • Operate and maintain a variety of tools, equipment, materials, and vehicles.
  • Inspect and evaluate grounds maintenance activities.
  • Represent the City's interests before boards and commissions of local agencies and special water and sewer districts as directed by the City Manager.
  • Identify and respond to public and City Council issues and concerns.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
Preferences/Desirable Qualifications:
  • Bilingual in Spanish preferred.
  • Technical experience with Geospatial Information Systems (GIS)
  • Certified Landscape Professional (CLP)

The employee works in an office environment where the noise level is usually quiet.
