SALARY RANGE: $28.00 - $39.00/HOUR

SUMMARY: Under general direction, performs administrative and technical work in the development, implementation and coordination of the City’s Emergency Management Program; encompassing the four cycles of emergency management; preparedness, response, recovery, and mitigation and oversees the disaster training, exercises and public awareness programs.
ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. Maintains a functioning 24-hour emergency operation center (EOC) capable of short-notice activation; develops EOC staffing plans; provides expert knowledge and advice to municipal department directors relative to their role in an emergency activation; acts as the EOC manager and ensuring EOC is properly staffed and assists with coordinating recovery efforts caused by disasters; develops and maintains the municipal Comprehensive Emergency Management (CEM) plan, to include a local Continuity Plan; establishes a planning committee of key municipal officials to address frequent updates to the (CEM) plan; advises the City Manager or his designee on emergency management issues and local declarations of emergencies; works in conjunction with municipal departments, private industry and non-governmental organizations on emergency preparedness; ensures proper coordination between departments and logistical needs are addresses; attends local, state and federally sponsored meetings, conferences and workshops in the field of emergency management and public safety; reviews, changes and/or develops current and new plans and procedures as needed; organizes disaster drills and exercises; reviews results and makes improvements; conducts training and public information presentations; maintains City ICS training systems and related exercises; prepares, submits, and manages grants; conducts research and analyzes data related to emergency management; conducts regular all-hazard threat and vulnerability assessment; coordinates the disaster damage assessment and recovery process; maintains a current inventory of all available response assets in the jurisdiction and additional assets through MOU/MOAs, mutual aid, contracts, and private sources; assists with coordinating recovery efforts caused by disasters; in cooperation with City, Fire District, and other government agencies, prepares for response to all-hazards; maintain liaison with other agencies and departments within the City; provides periodic activity report to the City Manager and other City staff; performs other duties and functions as assigned.
REQUIREMENTS: Bachelor’s degree from an accredited four-year college or university in emergency management, public administration or related field; certificates in NIMS ICS 100-400, 700 and 800; previous experience in Emergency Management and Emergency Preparedness field; valid Colorado Driver’s license; skills in coordinating and executing emergency management/disaster mitigation, preparedness, and response efforts involving multiple departments/agencies; skill in GPS and field data collection; skill in planning, organizing and managing multiple and competing tasks; skill in developing and delivering citizen, business, and employee training; skill in public speaking; ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations; skill in maintaining effective working relationships; skill in the use of computer equipment and MS office 365; ability to comprehend and apply written materials; ability to research, evaluate, and use new methods and techniques for operational improvement; ability to respond before, during, and after emergency incidents, which may involve working in inclement weather conditions; ability to listen well and communicate effectively; ability to exercise discretion, independent judgment, and decision-making; Emergency Manager (CEM) Certificate is preferred; equivalent combinations of education and experience may be considered.
