Purpose: We have a current opening for a Payroll Manager to join our team in Campbell, CA. The Payroll Manager will play an integral role in managing the day-to-day payroll operations, direct and lead the daily workflow of the payroll team and ensure timely payroll processing.
Environment: WVCC is a construction company specializing in underground utilities. West Valley’s corporate office is in Campbell with Operations facilities located in Campbell, Bakersfield, Concord, Fresno, Redwood City, Sacramento, Salinas, Stockton, Visalia, Chico, and Hayward. A satellite office is also located in Carson City, Nevada. The Company has more than 500 employees during peak periods, many of whom are represented by one of four unions.

Essential Duties and Responsibilities:
- Ensure compliance with local, state, and federal regulations.
- Ensure accurate calculation of union and non-union wages, tax withholdings, and company deductions, including proper union and governmental reporting and compliance.
- Oversee compliance with statutory reporting with government agencies and leads filing requirements for the company.
- Be proactive to resolve and mitigate issues, ensuring a high level of customer service.
- Be an outstanding example to the payroll team by providing excellent and timely customer service.
- Preparation, reconciliation and filing of relevant weekly, monthly, quarterly, and year-end reports for the company.
- Project lead for all payroll related projects, including continuous development and improvement of all payroll processes.
- Direct support and liaise with both internal and external auditors.
- Maintaining system scheduled maintenance of current employee data within the system.
- Recruit, interview, hire, and train new staff as needed.
- Review and improve payroll policies and procedures as laws change ensuring company compliance including planning and implementation of all new legislation that impacts payroll for company compliance.
Education and Experience:
- 5+ years of hands-on payroll processing for exempt, non-exempt, and union employees.
- 5-10 years of direct payroll team supervision required.
- Certified Payroll Professional experience is preferred in this role with experience 2+ years of performing certified payroll.
- Strong understanding of how all the various payroll transactions impact the general ledger including the ability to assist in reconciling associated general ledger accounts.
- Experience with Job Costed/Project Costed timesheets is a plus.
- Knowledge of all applicable local, State, and federal rules and laws regarding proper pay practices for the company.
- Proficient/expert level in knowledge of Microsoft Office, Word, and Excel.
- Excellent people skills and communication style to handle sensitive and confidential situations.
- Multi-tasker, organized team player who enjoys a fast-paced environment.
- Proven reliability, exemplary attendance, and work ethics.
- Strong analytical, problem-solving, supervisory, and leadership skills.
- Leads payroll team in our continuous improvement initiatives LEAN for growth and best practices for the payroll team.
Salary:
- $105,000/year - $130,000/year
