Job Description
The Public Library Department is actively seeking an Senior Manager of Performance Analytics.
This position will report to the Chief Librarian/Library Director and will be responsible for leading the Library’s Organizational Effectiveness Unit, and for developing the strategy and implementing an operational plan to integrate assessment methods and data analytics into the library’s front and back-office operations. The Senior Manager will work as a member of Library’s senior leadership team to craft system-wide analytical strategies to enable the library and its work groups to optimize and improve decision-making, resource allocation, product and process management and overall service delivery. The Senior Manager will assist other leaders in zeroing in on the areas where increased focus will have the greatest impact toward enriching lives and strengthening the community, and will develop, grow, and manage the use of the library’s organizational effectiveness systems across the entire organization.

Examples of Work
- Serves as an active member of the Executive and Senior Leadership Teams to drive and monitor the library’s overall strategy, tactical objectives, and resource deployment in order to achieve the library’s vision.
- Contributes to the development of policy recommendations that facilitate and support the library’s overall strategic priorities.
- Supports the overall mission of the library by providing customer service in a manner that creates a positive customer experience.
- Plans, monitors, evaluates, and manages all aspects of the Library’s Actionable Analytics Unit. This will include managing budgets, tools, and people, with the latter being focused on the assignment of responsibilities, demonstrating leadership through the evaluation, development, and motivation, and taking corrective action to deliver organizational results.
- Oversees the development and implementation of performance metrics associated with system-wide organizational processes and initiatives, while employing business intelligence services that collect, analyze, display and report metrics to appropriate stakeholders.
- Oversees the design and evaluation of ongoing survey instruments for internal and external stakeholders. Manage and facilitate the analysis process of appropriate survey data.
- Directs the preparation and maintenance of complex statistical and operational reports for JPL management, the Board of Library Trustees and COJ partners designed to inform management decisions.
- Serves as primary consultant to divisional and departmental managers, advising them on the identification and development of initiatives, measures of success and targets and assessment practices for their areas of responsibility.
- Works with colleagues to develop comprehensive strategy models based on multiple factors such as in-depth behavioral insights (analytically derived), financial impact forecasting and thorough understanding of the library’s competitive landscape.
- Exhibits the ability to frame business problems clearly based on strong analytical and statistical skills with proven ability to translate large volumes of data into meaningful information and actions.
- Demonstrates cross-functional leadership skills to broadly and positively influence organizational behaviors and challenge conventional thinking while building deeply collaborative solutions.
- Applies a mixed-methods analysis, when possible, to ensure that community voices are present in reports and recommendations.
- Communicates clearly and frequently to both technical analysts and non-technical organizational leaders in order to build organizational confidence in analytical approaches and data-driven solutions.
- Assists with maintaining appearance standards by reporting facilities issues and picking up litter on library grounds.
- Performs other related duties and responsibilities as assigned.
Open Requirements/Supplemental Information

Bachelor’s degree from an accredited college or university in Accounting, Business Administration, Public Administration, Management Information Systems, Finance, Mathematics, Statistics, Economics or Computer Science WITH at least;

Three (3) years of professional experience analyzing strategic and operational data, using business intelligence tools and systems, and making recommendations for strategic and operational changes to management AND at least;

Two (2) years supervising technical/professional staff.
Note: A candidate with bachelor’s degree from an accredited college or university in a field other than those listed above may be substituted with an additional one (1) year of work experience in data analysis (analyzing projects and initiatives using relational database systems and technical competence to perform advanced analytics and proficiency, recommending solutions, and implementing strategies).
Preferred qualifications:
- Earned advanced degree in Library/Information Sciences with a working experience working with relational databases (SQL Server, MySQL, Oracle, etc.), query languages and scripting (SQL, Python, Java, or C++/C#, etc.), and prior experience designing ETL routines.
- Knowledge of a variety of machine learning techniques and their real-world advantages/disadvantages.
- Knowledge of R, Matlab, SPSS, STATA, Tableau or SA is also helpful.
- The ideal candidate will be a strategic thinker who will bring a focus on organizational excellence and outcome measurement, and lead through influence by making connections with internal stakeholders within JPL and the City of Jacksonville (COJ).
