OFFSET / DIGITAL PRESS OPERATOR


Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.


OPEN TO THE PUBLIC
This recruitment will establish an open eligible list that will be used to fill current and future Press Operator. The eligible list established may also be used to fill position in similar and/or lower classifications thought the County of Orange.

REGISTRAR OF VOTERS

The Orange County Registrar of Voters (ROV) is a nationally recognized and award-winning agency, responsible for conducting elections, verifying petitions and maintaining voter records in the County of Orange. The Printing and Graphics Department, a division of the Registrar of Voters, serves the critical role of printing, copying and bindery needs of the ROV and other County departments. The production facility, located at 1300 South Grand Avenue in Santa Ana, is certified by the CA Secretary of State for printing of election ballots and is responsible for printing vote by mail ballots for more than 1.8 million registered voters each election. In addition to supporting the election printing needs of the ROV, the Printing and Graphics Department also supports the printing needs of departments such as Social Services, Health Care Agency, Probation, Sheriff, Clerk Recorder, County Executive Office as well as local cities and municipalities.

THE OPPORTUNITY

The Offset/Digital Press Operator operates and maintains sophisticated and complex digital printing equipment, finishing equipment, and automated equipment/software utilized in preparation of documents and files for production. The incumbent will be responsible for the following:


  • Operating multiple Raster Image Processor (RIP) workstations connected to various types of sheet fed, and web black and white, and color imaging devices, including both toner and inkjet based printers
  • Making last minute adjustments on industry standard desktop publishing, business suite, and production software
  • Verifying that client files have the necessary elements to print correctly, including linked graphics, fonts, bleeds, crops, gutters, overprints, trapping, knockouts, pagination, imposition, colors, etc.


DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will have extensive years of experience working in the pre-press, offset/digital printing and finishing industry, producing various types of printed products such as, flyers, brochures, forms, booklets, stationary, posters, reports, agendas, mailers, handbooks, postcards. In addition, the ideal candidate will possess the extensive knowledge and/or experience in the following core competencies:


DIGITAL PRINT KNOWLEDGE | DIGITAL FINISHING EXPERIENCE

  • Applying digital pre-press printing methods and operating various types of digital printing equipment
  • Revising, correcting, retouching, and modifying originator files to make print ready
  • Understanding of paper types, qualities and weights commonly used in the industry, and running jobs from beginning to end, including paper cutting, binding and finishing
  • Outputting from desktop publishing, business, and production software, and preparing files for digital printing


PROBLEM SOLVING | ANALYTICAL SKILLS

  • Detecting problems and taking effective corrective action for digital printing issue
  • Identifying the strengths and weaknesses of solutions, conclusions, or approaches to problems


ORAL | WRITTEN COMMUNICATION SKILLS

  • Speaking and writing clearly and concisely to communicate information and effectively discussing assignments with others
  • Writing reports and maintaining accurate records

RECRUITMENT PROCESS

An Application Appraisal Panel (AAP) of job knowledge experts will thoroughly screen and evaluate the application, supplemental questionnaire, and resumes for job knowledge, competencies, and related experience described above. Only the most qualified applicants will move forward to the next step in the recruitment process OR will be placed on the eligible list.

Structured Oral Interview | SOI (Weighted 100 %)
Applicants will be interviewed and rated by a panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job.

Based on the Department's needs, the selection procedures listed above may be modified.
All candidates will be notified of any changes in the selection procedure.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
