This position is located at the Department of Mental Health, Central Office, 2414 Bull Street, Columbia, SC 29201.

As the Procurement Manager I, you will be working under the direct supervision of the Director of Procurement. Organizes and performs the daily activities of the DMH Contract Section in order to facilitate the procurement of professional services, maintains compliance with applicable procurement laws and regulations and ensures the proper implementation of the DMH contract review and approval process. Provides contract training for the agency to ensure Procurement policy and procedures are followed throughout the agency.

Responsibilities include but are not limited to:
  • Supervises activities of the Contract Office staff, regulates and monitors the department's contract/lease review and approval process to ensure the timely examination of all contracts and leases by appropriate personnel prior to signing and compliance with the SC Procurement Code and Regulations, Section 40.
  • Provides consultation, guidance and information to all departmental staff on issues relating to contracts and leases by maintaining a thorough working knowledge of State and DMH procurement and contracting leases, regulations, directives, policies and procedures. Communicates daily with center and facility directors and administrators and central office personnel to resolve problems and facilitate the acquisition of required services.
  • Coordinates the correction, modification and amendment of contracts and lease documents in accordance with recommendations from General Counsel. Division of Financial Services, Clinical Services, etc. May include utilizing the competitive sealed proposal process to solicit contracts for professional services.
  • Generates and transmits contract and lease information reports to all contracting components in order to ensure the timely renewal or replacement of existing contracts and leases. Collects real property lease data and prepares reports required by the Division of General Services Real Property Management.
  • Maintaining contract/lease computer databases, files and supervises their maintenance in order to meet audit requirements and assist DMH components in planning forecasting, budgeting and reporting activities.
  • Receives and evaluates purchasing requisitions for professional service for determining and issuing through the SCEIS/SAP system the appropriate methods of solicitation. i.e.. quotations, formal bids in compliance with the SC Procurement Code and Regulations and policies and procedures. Determines if specifications are solicitation i.e., quotations, formal bids in compliance with the SC' Procurement Code and Regulations and policies and procedures. Determines if specifications are too restrictive or too general to obtain competitive quotes/bids for open market purchases. Researches, obtains and develops the proper specifications by coordinator with the requesting end-user. Prepares solicitations for professional service agency contracts and conducts pre-bid conferences or site visits as necessary.
  • Acts as liaison between DMH and Real Property Management in order to ensure responsiveness to the needs of Real Property Management and procurement requirement.

State Requirement: A bachelor's degree and experience in procurement and contracts.

Agency Requirement: A bachelor's degree and a minimum of three (3) years in the procurement field and contracts/contract administration.
