Overview:
In Noblis’ sustainability team, we are dedicated to addressing our planet’s biggest environmental challenges, including climate change. We are seeking a professional who will be a member of our sustainability team supporting our Federal government customers. Our sustainability team conducts analyses that support the development of policy and provides sustainability subject matter expertise in support of sustainable initiatives across the United States Government.

As a sustainable procurement specialist on our team, you will develop criteria and methodologies to assess and embed sustainability into procurement processes, as well as supply chains, to reduce emissions, improve sustainability, reduce waste, and enhance resource efficiency. You will analyze sustainable procurement metrics; identify procurement process intervention points and opportunities for sustainability data integration; assess sustainable procurement best practices; and recommend policy changes and actions to facilitate the transition to sustainable products and materials across Federal agencies.

You may engage with research, development and demonstration programs regarding the testing, demonstration, and evaluation of sustainable technologies at Federal facilities. You will identify and verify procurement opportunities and research sustainable technologies. You will have the opportunity to participate in other sustainability initiatives as well, such as circular economy, LCA, ESG and EPD-related initiatives.

Responsibilities:
  • Develop assessments supporting relevant executive order, statutory requirements, and emerging regulations around sustainable procurement (e.g., recycled and biobased content products, EPEAT, ENERGY STAR, FEMP, WaterSense, SmartWay, SNAP, other ecolabels and certifications, and supply chain pollution reduction efforts such as for scope GHG 3 emissions, waste, and chemicals).
  • Assess opportunities for value retention of materials in supply chains, including current waste streams and practices for disassembly, repurpose, reuse, remanufacture, and reproduction.
  • Support technology demonstrations, as needed, at Federal facilities within operational environments, to include identifying specific sustainable technology needs and opportunities, identifying available solutions, coordinating with participating sites, preparing demonstration plans, collecting data, closing out the demonstration, and writing the demonstration report.
  • Support corporate ESG initiatives, as needed, such as assessing GHG emissions associated with materials, products, supply chain, and other categories.
  • Participate and/or lead client meetings to clearly describe results of research and data analysis.
  • Ensure performance of tasks within scope and direction of the project manager.
  • Perform data analysis and data visualizations using Excel or other tools (e.g., Tableau, R, PowerBI).

  • Bachelor’s degree in environmental science or management, public administration, public or environmental policy, or other field relevant to sustainable procurement
  • 5+ years of relevant experience
  • Eligibility to obtain Secret Clearance
  • Knowledge of sustainable acquisition/procurement regulations and policy in the public sector
  • Experience developing, applying and/or using 3rd party standards and ecolabels
  • Excellent communication and writing skills
  • Presentation skills and experience presenting to technical and nontechnical audiences
  • Works well in a geographically diverse team environment
  • S. Citizen
Desired Qualifications
  • Advanced Degree in environmental science or management, public administration, public or environmental policy, or a related field with specific sustainable procurement coursework or equivalent experience
  • 10+ years of professional experience
  • Experience with Department of Defense (DoD) Green or Sustainable Procurement/ Acquisition Programs
  • Experience with Federal procurement law, environmental law, contracting, or logistics/supply
  • Familiarity with DoD installation support functions (e.g., public works, environmental, logistics, operations and maintenance, morale and recreation, medical, retail, contracting and procurement)
  • Strong data analysis skills in Excel, Tableau, PowerBI and/or R
  • Strong preference for candidates located in the Washington, D.C. metro area.
  • Preference given to candidates located near another Noblis office (e.g., Baltimore, Philadelphia).

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position
is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
