Design, develop, implement, and maintain effective project control processes and procedures for cost, schedule, and scope management in a dynamic multiple capital projects and programs environment. Identify and develop credible, reliable, and timely data sources. Assemble and analyze data and generate status reports and recommended courses of action to resolve issues and problems. Leverage data analytics, business intelligence and data visualization tools (specifically Microsoft Power BI) in the generation of reports and analysis of capital project data to deliver insights on project performance to aid in decision making and project portfolio strategy. Prepare capital project budgets and cash flows for internal and external purposes. Prepare summary level roll-up reports to provide useful, timely, business-critical status of assigned projects and programs to senior management. Prepare special studies, analysis, and other materials for use in presentations by senior management to the OPC Construction Project Committee and/or the OPC Board. Develop and implement project control improvements as well as improvements in information systems supporting projects.
Job Duties:
- Develop, implement, and maintain project controls processes and procedures for capital projects. Own monthly Capital Project Reporting process, ensuring data accuracy and completeness. Facilitate monthly Capital Project portfolio reviews. Develop and maintain portfolio level summary schedule to ensure stakeholder and leadership alignment. Ensure cost, schedule, scope and other capital data in the Clarity Capital project database is reconciled with other corporate departments including Accounting, Planning, Treasury, and Contract Operations (Fossil and Nuclear Co-Owned Plants).
- Prepare capital project budgets, cash flows, and various project status reports for internal and external purposes. Lead Plant Operations and Capital Projects and Technical Services Departments in developing biannual capital project budgets and interface with personnel as required for input. Prepare the annual twenty-year Long Range Engineering Plan (LREP) to support the Planning Departments Long Range Financial Forecast (LRFF). Develop and present materials to communicate cycle on cycle changes. Prepare the annual Construction Work Plan (CWP) for OPC Board approval and for submittal to the RUS for project approval. Support the Treasury Department in the development and preparation of new RUS loan applications, assist with loan management, and generate RUS form 219 for Loan drawdown requests.
- Perform various ad hoc studies, analysis, research of special topics and issues, and develop communications products such as PowerPoint presentations, white papers, or briefing materials for capital projects as required. Lead the review and reconciliation of critical project data to maintain accurate and credible capital project information. Initiate process improvements as required to maintain data integrity.
- Provide project cost and schedule reporting and analysis to other OPC departments as required. Develop detailed variance analysis for the Planning Department to support the monthly depreciation and capital spending forecast. Prepare summary cost reports for Smarr EMC resources, including variance explanations and year-end projections using OPC accounting reporting data. Prepare consolidated Smarr EMC annual budgets, business plans, and presentation materials for Smarr EMC Board meetings.
- Serve as Subject Matter Expert for Clarity Capital projects database. Lead and manage consultants and GSOC/IT in defining, developing, and implementing modifications and improvements to the Clarity Capital Projects database. Provide User training and troubleshooting support as required. Responsible for the integrity and veracity of the capital project data in the Clarity Capital project database.
- Lead effort to prepare reports and project documentation for OPC capital assets that have been placed in service for certification of valuation by a third-party engineer to maintain and increase OPC's bonding capacity. Work with third-party engineer to finalize the asset certification reports that OPC provides to its' Trustee.
Required Qualifications:
Education: Bachelor's degree with preference in Engineering, Engineering Technology, Construction Science, Construction Management, Business Administration, or related field.
Experience: Minimum of five years' experience working in project controls or related project management function within. Thorough and extensive knowledge of project controls concepts, principles, and practices. Working knowledge of corporate financial reporting systems as applicable to a multiple projects environment. Must have demonstrated experience producing high-level results in a dynamic environment functioning with minimal supervision. Must have flexibility in responding to rapidly changing priorities. Must have experience in the application and use of business intelligence and analytics software (such as Tableau or Power BI) in the development and communication of performance/cost/schedule/controls/project status data.
Knowledge, Skill, and Abilities: Proficiency with the suite of Microsoft applications including outlook, word, Excel, PowerPoint, and Access. Proficiency with project scheduling software such as MS project, Primavera, or equivalent. Proficiency with business intelligence software such as MS Power BI. Excellent written and verbal communication skills, excellent interpersonal skills, and ability to interact effectively with all levels of the organization are essential.
Licenses, Certifications, and/or Registrations: Among the licenses and/or certifications that could be considered useful for this position: American Association of Cost Engineers (AACE) certification as Certified Cost Engineer (CCE) or Certified Cost Consultant (CCC); Project Management Institute (PMI) certification as Project management Professional (PMP); and Engineering licenses (EIT, PE).
Travel: 10%
Unusual Hours: Extended schedule, including weekends and evenings, according to the demands of the role and tasks assigned.
