The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly qualified individual to serve as the Director of Public Safety and Security. This position will support the provision of behavioral health, developmental disability, and substance use disorder treatment by ensuring a consistent safe and secure milieu for patients, staff, and visitors within the Commonwealth of Virginia’s state facility system. This position will be responsible for providing oversight of public safety and security services across state facilities to ensure a systematic approach to program implementation and operational compliance; directing the development and implementation of a comprehensive safety and security plan including policies and procedures and monitor associated performance measures and outcomes; and developing data driven initiatives to support change management, enhance employee engagement, productivity, and service excellence. Additional responsibilities include, but aren’t limited to: ensuring ongoing assessment of facility safety programs, contraband, perimeter security, elopements, visitation, patient escorting and transport, facility code response, emergency planning; providing timely reporting and recommendations; providing recommendations to address regulatory survey and audit findings regarding life safety, public safety and security, and ensuring facility system documentation regarding safety and security functions meet established standards and records retention requirements.

Minimum Qualifications
Knowledge of hospital/healthcare public safety and security principles, services, and programs, and workflows. Thorough understanding of law enforcement, security, and administration of safety and security procedures consistent with standards. Knowledge of public safety, life safety, and emergency management and security regulations and standards consistent with Joint Commission, CMS, CARF, Code of Virginia, VOSH, EPA, HCFA, DJCS, and NFPA. Experience with engaging local and state law enforcement agencies in the performance of duties. Knowledge of behavioral health, developmental disabilities, dementia, geriatric, child/adolescent, and other vulnerable populations and their needs. Strong interpersonal skills to engage employees and stakeholders in all departments across facilities, DBHDS, and external partners regarding safety and security management, risk mitigation, incident management and recommendations. Experience conducting police or crime scene investigations, security crime detection, and prevention.

Preferred Qualifications
BS degree in criminal justice or related security, public safety, law enforcement, or police sciences. Public safety, security, or law enforcement supervisory experience. Extensive experience in security administration management or related law enforcement experience. Public safety and security oversight for a multi-location healthcare organization. Healthcare facilities or hospital law enforcement experience; military hospital law enforcement experience; and safety certification.

Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position is currently eligible for one (1) telework day a week. Additional days may be considered. Both options are at the discretion of the Supervisor.
