OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs for the State of Maine and its agencies.

ABOUT THE JOB DETAILS:
The Director of Enterprise Data Services (EDS) is a senior-level role, responsible for leading the development, design, implementation, and adoption of MaineIT’s Enterprise Data Services program which includes eight distinct service offerings to internal and external MaineIT customers: Unix Hosting Services, Oracle Database Services, Oracle Middleware Services, Mainframe Services, Analytics Services, Data Quality Services, Integration Services, and Data Warehouse Development.
This ideal candidate for this position is a progressive and forward-thinking strategist. Skilled at leading a highly technical team who collaborates with other Infrastructure teams, Application Development, Security, and Network Services on the design, development, and implements industry best practices, provides guidance, interpretation, and expertise. The selected candidate will be responsible for recruiting, developing, and retaining talent to ensure the program has the skills and capabilities necessary to meet the technical and business needs. The Director of EDS will oversee and govern the program’s service offerings, product migrations, support and maintenance, architectural blueprints for security and business continuity, policies and standards and strategic vision while supporting the overall mission and vision of MaineIT. This role will help evangelize and drive the adoption of best practices, continuously keep abreast of new technology solution offerings, and recommend enterprise adoptions for future-proofing the State of Maine’s EDS strategy.
The Director is a member of the MaineIT senior management team. Supervision is exercised over a variety of personnel and work is performed under very limited administrative direction.
POSITION DUTIES:
- Lead MaineIT’s Enterprise Data Services program, ensuring alignment with MaineIT’s mission and strategy to drive efficiencies across multiple organizations and functions.
- Build, manage, and inspire, a strong technical team in supporting all Enterprise Data Services service offerings, to create a Center of Excellence to drive that teams can use to drive best practice adoption and measure business outcomes.
- Manage and track service consumptions, budget, and forecasting in collaboration with the finance team.
- Define a governance structure and processes for intake of new work, services requests and prioritization of the work that is well understood and easy to adopt.
- Be highly effective and influential in a matrix structure of functional business areas, building teams, and IT sourcing strategies.
- Be a strong leader who can prioritize well, communicate clearly, and have a consistent track record of building well architected systems, delivering on time and on/under budget with an obsession about providing an exceptional customer experience.
- Have a very strong technical background to participate in, solution for, and challenge technical solutions.
- Be an active participant in managing and driving the talent strategy, which will include ensuring the EDS team has the right knowledge, skills, and abilities to be able to excel in their respective roles.
- Assess current operational processes and systems to ensure high-quality outputs and deliverables.
- Implement and maintain operating policies to help manage risk in conjunction with security, risk managements, legal/regulatory compliance, and the MaineIT Architecture & Policy division.
- Establish architectural blueprints for EDS best-practices and supporting policies.
- Support applications by handling large volumes of data on platforms that include Oracle, Oracle Cloud, Tableau, SQL Server, and Azure SQL platforms.
- Direct the troubleshooting of performance, reliability and integrity issues and investigate anomalous behaviors throughout the EDS portfolio of services.
- Lead and direct all implementation and maintenance of enterprise-wide systems to ensure scalability, reliability, continuity, and forecasting capacity across the enterprise.
- Establish operational standards and a strategic vision for how data is captured, transformed, and made available for analysis and reporting with a focus on avoiding duplication of efforts through the promotion and sharing of information and to maximize system efficiencies.
MINIMUM QUALIFICATIONS:
A five-year combination of experience, education, and training in management of operations, enterprise data services delivery model, and architecture. Specific qualifications include:
- Proven ability to manage a large services organization, including the ability to plan, prioritize, direct, and evaluate the operations of a complex organization.
- Proven ability to work well with partner organizations.
- Proven ability to set goals and manage measurable key performance indicators.
- Proven ability to manage operational budgets effectively, striving to always increase service effectiveness while reducing costs.
- Proven ability to apply best practices to process-based service delivery and pursue continual improvement.
- Experience building hybrid cloud (private and public cloud).
- Demonstrated success in leading and influencing a large IT team.
- Excellent communication and listening skills.
- Working knowledge and demonstrated deep understanding of technologies that support MaineIT’s Enterprise Data Services program.
- A strong understanding of data base and data warehousing concepts and methodologies.
- Proficiency with data modeling (i.e., conceptual, logical, and physical model design, experience with Operation Data Stores, Enterprise Data warehouses and Data Marts/Lakes).
- Excellent understanding of data analytics and Kimball Warehouse Methodology.
- Knowledge and proficiency in data analysis and data mapping along with knowledge and understanding of data integration, moving, cleansing, and transforming large amounts of data between multiple systems, databases, and database software.
- Ability to understand technical documentation and specifications.
- Experience working with confidential and sensitive personal information.
- Ability to compile and organize statistical information retrieved and present findings to senior management.
- Experience with data analytic and visualization tools including Oracle Analytics, Microsoft Power BI, Tableau, and others.
- Experience with continuous integration and continuous development tools including Subversion, Git, GitHub, JIRA, Confluence, and others.
- Ability to work with a variety of information technology professionals with a wide range of skill sets.
- Knowledge of Master Agreements and Requests for Proposals.
- Familiarity with customer relationship best practices.
- Demonstrated desire to exercise accountability in a professional manner and respond to deliverables in a timely and effective manner.
- Constant awareness of empathy and how to exercise it with a variety of personality types.
- Knowledge, understanding, and practice of emotional intelligence principles with the ability to listen and understand first before responding.
