Recruitment Specialist Job at Fresno Economic Opportunities Commission
SUPERVISORY RESPONSIBILITIES
None.
SUMMARY
Under supervision of the HR Manager, the Recruitment Specialist performs a variety of advanced administrative, technical and professional work in support of the Human Resources Department. This includes recruitment, training, training, orientation/onboarding and networking. Provides support to various aspects of assigned processes.
DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Assists in planning and attending recruiting events.
Serve as brand ambassador at various events, like career fairs or on-campus recruiting events
Suggest new ideas for improving candidate experience and engagement
Assists with researching marketing and advertising trends in the staffing industry
Assists with staff onboarding process including, but not limited to, creating offer letters, employee files, and prepares New Hire Orientation packets.
Reviews submitted interview packets for accuracy and completeness.
Responds to hiring manager questions regarding usage of the Applicant Tracking System (ATS).
Assists with the training current and new hiring managers on the Applicant Tracking System (ATS, if needed.
Verifies appropriate approvals before posting job announcements, communicating applicant status, making job offers or releasing other confidential information.
Provides information on Agency operations and job opportunities to potential applicants.
Maintains and distributes job announcements to EOC staff and external recipients.
Assists with Job announcements may include online postings, job flyers, social media and/or emails to internal/external requests.
Attends job/career fairs with appropriate staff as a source to generate qualified applicants.
Receives calls from applicants inquiring about their status. Releases general information about the overall status of the position or the applicant. Notifies applicants of other opportunities available or ones they may be qualified for.
Helps troubleshoot any application related issues.
Enters new hires into Human Resources Information System (HRIS) as needed.
Generates employee ID numbers and maintains Employee ID log.
Forwards calls of a more sensitive or serious nature to supervisor. Seeks guidance when providing sensitive information.
Maintains requisition folders with all required documentation, and closes requisitions as directed.
Attends trainings/webinars/conferences etc. to gain further knowledge in human resources and recruitment functions.
Maintains professionalism in all interactions to provide a positive image of the human resources office.
Responsible for the creation and distribution of staff ID badges.
Covers front desk/reception area as needed.
Manages the candidate’s background screening processes in partnership with Agency’s background check partner(s) as requested by program.
Prepares the offer letter process and new hire communication to hiring managers.
Coordinates New Hire Orientation and conducts new hire orientation as assigned.
Answers incoming telephone calls, determines purpose of callers and forwards calls to appropriate staff. Takes and delivers messages or transfers to voicemail when appropriate staff are unavailable.
Welcomes employees, applicants and the general public. Answers or redirects questions as needed.
Develops and maintains an excellent relationship with internal and external clients to ensure achievement of recruitment goals.
Uses traditional and nontraditional resources, such as career fairs, online job fairs, community network events, etc., to represent the Agency and identify and attract quality candidates.
Assists with internal transfer process, including screening, coordination of interviews with hiring manager, promotion/transfer offer letters, etc.
Follows up with candidates and hiring managers to obtain feedback regarding recruiting process.
Develops and maintains an excellent relationship with internal and external clients to ensure achievement of recruitment goals.
Manages current candidate activity in the applicant tracking system (ATS).
Manages application/resume and requisition file retention according to Agency policy and any applicable State or Federal law.
Processes job requisitions.
Conduct employment verifications and references.
Networks externally to build recruitment relationships.
Travels for agency business using reliable transportation.
Maintains regular attendance and punctuality.
Works evenings and weekends as required.
Performs other duties as assigned.
QUALIFICATIONS

EDUCATION:
High school diploma or GED.
Associate’s Degree in Business Management, Human Resources, Marketing, or related field required. Additional work experience may substitute required education on a year-by-year basis.
EXPERIENCE:
Minimum of one (1) year experience in human resources, office management, outreach and recruiting or related field required.
OTHER QUALIFICATIONS:
Proficient in Microsoft Office Suite and related business software.
Effective presentation, written and verbal communication skills.
Willing to work non-traditional hours and days to meet the needs of this position.
COVID-19 vaccination required within 60 days of hire, unless approved for religious or medical exemption.
Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier for those driving agency vehicles.
