Summary: This position is focused on providing requirements and modeling, and simulation support services onboard Joint Base San Antonio-Fort Sam Houston, Texas in support of the Capabilities Development Integration Directorate (CDID), Futures and Concept Center. The primary support requirement is to provide support services to perform requirements and modeling and simulations support. The contractor will provide requirements and modeling and simulations subject matter expertise in support of operational and organizational concept design, identification of required capabilities (formations, functions, science, and technology) and future study plan (experimentation) participation needed to meet Army modernization objectives and other responsibilities.
Support areas include Concepts, Requirement Determination, Experimentation, and Integration.
Job Description
- Provide analytical services within the Medical Capability Development and Integration Directorate (MED CDID) in support of the organization’s four core competency missions: 1. Concepts, 2. Requirements, 3. Experimentation and 4. Integration
- Provide clinical and operational Army Health System (AHS) subject matter expertise to support the planning, synchronization, integration and development of Health Service Support and Force Health Projection capabilities in support of Multi-Domain Operations, AimPoint Forces of 2035, and the Army’s modernization strategy.
- Required to access classified networks, attend meetings, briefings or provide support on a full-time basis on-site at secure Government facilities,
- Knowledge of the JCIDS process
- Develop and brief the Medical Supporting Concept using the Army Concept Framework
- Develop and brief a comprehensive CONOP that textually and graphically describes and illustrates the future operating environment
- Develop and brief O&O concepts for Standard Requirements Code (SRC) 08 Theater, Brigade, Battalion, Company and Team medical units.
- Apply elements of the requirements determination process to collectively support the identification of required capabilities (clinical and non-clinical).
- Develop analysis plans to support knowledge needs and create data collection management documents to record and organize information.
- Document observations and substantiate with supporting narratives and recommend mitigating solutions across the domains of DOTMLPF-P.
- Provide support for integration requirements across DOTMLPF-p domain, strategic investment portfolios, and program resourcing and force structure determination activities.
- Participate in scheduled conceptual, constructive, and live experimentation planning activities and venues as directed.
- Conduct recurring internal and external integration tasks to ensure Health Service Support, Force Health protection and Information Management Systems capabilities are properly integrated into activity timelines and priorities.
- Support the MED CDID during the development of annual AHS science and technology, product development and modernization priorities in support of the Medical Requirements
- Use the FORGE database to disseminate, share and store information and reports.
- Use the Top Down Future Development Process (TDFDP), knowledge needs, robust conceptual and constructive experimentation participation, and detailed research and analysis planning
- Participate in all JCIDS process planning and assessment activities, and will write requirement documents for approved required capabilities
- Conduct research and analysis, draft written products / white papers, information papers, trip reports, executive summaries.
- Participate in working groups.
- Present information briefings.
- Lead facilitated seminar discussions
Qualifications
- Secret Clearance
- Must possess an in-depth knowledge of the JCIDS process
- 4 years of Operational Strategic (theater), Operational (corps) and Tactical (division) command experience both in a deployed and institutional environment is highly desired.
- Medical Capability Development and Integration SME preferred.
- Graduate from the Command and General Staff College or Senior Service College considered ideal.
- Possess in-depth knowledge on the use of share point portals, websites, databases, and distributed teaming technology.
- Joint Capabilities Integration and development System SME with in-depth knowledge of the JCIDS process as it applies to the development of Information System (IS) requirements documents preferred.
