JOB SUMMARY

Hiring Range: $52,099.14 - $61,293.11
Full Salary Range: $52,099.14 - $70,487.07

Under general supervision of the ROW and Construction Inspection Manager, provides and performs routine technical and customer service duties for the Engineering Department. Monitors construction work performed by franchise utility contractors for compliance with approved plans, Town’s right-of-way ordinance, and other applicable codes and specifications. Assists with processing of construction permits and citizen complaints. Conducts Engineering Inspections and works with the Construction Inspection Team.

  • Receives general direction from the ROW and Construction Inspection Manager.

EXAMPLES OF DUTIES

Duties and responsibilities include, but are not limited to, the following:
Essential Functions

  • Provide excellent customer service, and assist the public with a variety of issues.
  • Monitors construction work performed by franchise utility contracts for compliance with approved plans, City’s ordinances, codes and contract specifications.
  • Assists with processing of franchise utility permits.
  • Communicates with contractors, developers, general public and Town departments on code compliance issues.
  • Maintains applicable information in division’s databases.
  • Reviews quality control testing and reports for discrepancies or errors.
  • Recommends updates and revisions to applicable construction specifications, standards and ordinances.
  • Oversees volunteers who assist in the development of training materials and educational outreach/community involvement programs.
  • Provides construction site inspections and project management for street paving, sub-grade, wet utilities, franchise utilities and capital improvement projects.
  • Attends preconstruction, preliminary and final inspection meetings and provides technical support related to assigned job functions and projects to contractors.
  • Compile monthly reports and public information requests.
  • Operate GIS work order systems.
  • Process of right-of-way permits and assist with permit/project tracking.
  • Process utility locates and enters correct information into database.

Additional Duties

  • Assists customer service representatives in Development Services Department with technical questions.
  • Responds to and investigates citizen complaints regarding construction projects.
  • Performs other related duties as assigned.

QUALIFICATIONS

Knowledge of:

  • Effective oral and written communications.
  • Performing business mathematics.
  • Town policies and procedures.
  • English usage, spelling, grammar and punctuation.
  • Computer skills using Windows, Microsoft Office applications, Internet, Adobe Acrobat and conversion techniques, Trakit, and Microsoft Outlook.

Ability to:

  • Prioritize and organize various assignments in order to produce efficient results.
  • Operate standard office equipment.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and follow written and oral instructions.
  • Provide tactful and appropriate responses to inquiries from the public, other departments or agencies.
  • Establish and maintain cooperative-working relationships with those contacted in the course of work.
  • Avoid any conflict or appearance of conflict of interest in the performance of duties and responsibilities to include election related items.

Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:

  • Three (3) years work experience in street and utility heavy construction.
  • Must pass MVR check.
  • Must pass pre-employment drug screening.

Training:

  • High school diploma or G.E.D.

License or Certification:

  • Must possess a valid Texas Class C driver’s license.
