The Orlando Utilities Commission (OUC) – The Reliable One, is looking for a Senior DEI & Engagement Partner with a passion for making a difference and driving efforts to support change and promote a culture where diversity, equity, and inclusion is a top priority. This is a new role in the organization that will be joining a team of five passionate and committed DEI professionals who are responsible for building OUC's DEI&E foundation.

The ideal candidate will be adaptive and able to use data to drive and execute OUC’s DEI&E initiatives. A hands-on and creative Human Resources DE&I Professional with project management, knowledge, and experience in strategizing, executing and implementing changes.

The Ideal Candidate will have:

  • Bachelor's in Business Administration, Social Justice, Diversity Studies, Human Resources, Organizational Development; or related field of study from an accredited college or university;
  • Minimum of five (5) years of experience developing and supporting a broad range of DEI and Engagement and/or organizational change management programs, including but not limited to supplier diversity, recruitment, training and development, engagement, human resources program/project management, communication, outreach programs, and social justice, etc. (required)
  • Experience above includes a minimum of three (3) years working within a human resources field and engaging with diverse employee/community groups, including senior executives and cross-functional teams. (required)
  • Experience with building and leading complex human resources/employee experience/engagement projects, leveraging quantitative and qualitative data to provide create persuasive recommendations, program/training facilitation, developing and presenting data analysis/metrics, etc. (preferred)
  • Demonstrated commitment to diversity, equity, and inclusion and high degree of cultural awareness and sensitivity. (required)
  • Experience leading presentations and large group facilitation (preferred)
  • Diversity Certification (CDP, DiversityFirst, or similar) or SHRM/HRCI Certified Professional (SHRMCP/SHRM-SCP or SPHR/PHR) preferred;

Salary Range:
$84,544 - $105,680 per year

Job Purpose:

Serve as a resource and subject matter expert, responsible for advancing OUC's commitment to Diversity, Equity, Inclusion, and Employee Engagement (DEI&E), taking a balanced consultative and systematic approach to ensure the DEI&E vision and strategy is integrated throughout the entire organization.

This position works closely with the organization leaders as a trusted advisor and consultant, working on cross functional teams and is responsible for strategic assessment, project identification and design, and integration of DEI&E strategies into enterprise wide processes and programs, such as marketing and communications, supplier diversity, talent acquisition, talent development, and employee engagement.

Primary Functions:

  • Provide expert consultation to assist in the development and implementation of a DEI&E strategy and roadmap that aligns with the organization's objectives, strategy, and vision. Contribute to OUC's governance structure, policies, procedures and action plans to support accountability for DEI.
  • Integrate DEI throughout human resources processes, including talent acquisition, compensation, performance management, learning and development, and succession planning.
  • Align DEI&E strategies with other initiatives, partnering with key stakeholders to develop conversation guides, toolkits, training, programs, and resources for attracting and building a diverse, inclusive, and engaged workforce.
  • Serve as an advocate, mentor, and coach for the organization's development, concerns and issues related to DEI and engagement; facilitate difficult conversations, providing guidance, resources, and support where appropriate.
  • Support the embedding of DEI into employee, customer, supplier, and external community experience, including partnering with internal and external stakeholders for the development and execution of diverse, accessible, and inclusive communications and branding, practices and policies, and programs and initiatives.
  • Serve as lead program consultant for enterprise wide diversity programs, partnering with Diversity Council, Business Resource Groups, program managers, subject matter experts, and key stakeholders to design and launch measurable, sustainable programs and initiatives.
  • Partner with program managers to develop DEI programming that supports the unique needs of individual departments, workgroups, and OUC employee communities.
  • Work with key stakeholders to review and analyze programs, business processes, and policies to ensure they are approached from the lens of equity and inclusion and aligned with business objectives. Provides recommendations to eliminate barriers and improve diversity, equity, inclusion, and engagement.
  • Assist in the development full-life cycle employee surveys, metrics/scorecards, cultural competency and maturity assessments; Assist in the analysis of outcomes from an equity lens, use data informed approach to create recommendations for improvements, and help remove barriers to success.
  • Conduct market research on DEI and engagement, best practices, and benchmarks; keep current on DEI and engagement programs and developments by maintaining contact with others in the field (e.g., professional association and educational groups and professional development efforts);
  • Perform adverse impact analysis on workforce actions, including evaluations, hiring, promotions, and terminations.
  • Assist management in achieving compliance with the Office of Federal Contract Compliance
  • Programs (OFCCP), Equal Employment Opportunity (EEO), and other diversity regulations or initiatives;
  • Participates in workgroups, task forces, special projects, and other duties as assigned.

Education/ Certification/ Years of Experience Requirements:

Technical Requirements:

  • Working knowledge of all, but not limited to, the following:
  • Knowledge of procedures used in collecting and interpreting statistical and demographic data;
  • Demonstrated knowledge of DEI principles and practices;
  • Demonstrated knowledge of human resources principles and practices, including EEO and OFCCP requirements;
  • Understanding of State, Federal, and local employment laws;
  • Familiarity with all, but not limited to, the following:
  • Software Applications. Including HRIS, Learning Management Systems, cloud-based survey platforms, etc.
  • Related industry, organizational and departmental policies, practices and procedures; legal guidelines, ordinances and laws;
  • Ability to:
  • Use story-telling and data to communicate and influence;
  • Demonstrated ability to build strong relationships within all levels of the organization and the community.
  • Use Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Access, etc.) and standard office equipment (telephone, computer, copier, etc.).

Physical Requirements

This job includes very frequent speaking/hearing, writing/typing, and detailed inspection. This job requires frequent standing, walking, sitting, and bending. There may be occasional climbing, kneeling, reaching overhead, etc. This job entails frequent local travel between company locations.
