This person will be the administrator of the grants and loan programs for the South Dakota Department of Agriculture and Natural Resources' Resource Conservation and Forestry division. Primary duties include preparing and overseeing the division's federal grant applications, monitoring of federal grants, coordination with the department's fiscal office on grant and loan balances, submitting monthly, quarterly and annual reports, ensuring that federal grants comply with federal grant requirements, and administering grant subawards to other entities and ensuring that these entities comply with all requirements. Other duties include the creations of policies and forms to ensure that division and sub-grants comply with federal policies, the formation and maintenance of standard operating procedures (SOPs) for monitoring federal and state grant processes, and taking the lead for the division on financial reviews with the US Forest Service and Natural Resources Conservation Service.

This person will also administer the division's Revolving Loan Program to conservation districts.

This position will be expected to work during normal working hours from 8:00 a.m. to 5:00 p.m. during a normal work week of Monday - Friday. Some overtime will be required on an infrequent basis. Limited travel will be required and this position should expect to spend an average of 2 nights per month on the road. Some months will not require any travel while other months will require more.

Licenses and Certifications:
The successful candidate must have a valid South Dakota driver's license.

The Ideal Candidate Will Have:

  • a good working knowledge of accounting techniques;
  • a college degree in business or accounting;
  • a working knowledge of current and past versions of QuickBooks Pro;
  • knowledge of federal grant regulations and procedures especially those pertaining to the United States Forest Service;
  • well tuned organization skills;
  • good analytical skills;
  • good writing and public speaking skills.

Knowledge, Skills, and Abilities:

  • proper accounting techniques and a working knowledge of QuickBooks Pro. The successful candidate will be required to develop these skills if they do not have these when hired;

  • work with a variety of partners who might not be familiar with federal grant writing or reporting;
  • host meetings on Zoom and/or Microsoft Teams;
  • work with a variety of federal, state, local government, and other partners;
  • assess program effectiveness and recommend changes or alternatives;
  • train and provide guidance to staff and service users;
  • develop grant proposals, preliminary budget requests, and reports;
  • communicate information concisely and effectively.

This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
