The Procurement Specialist II performs purchasing responsibilities for a major group of Services and Commodities within a large State Agency. Primary assignment will be procurement agent for several specialty and/or technical items, especially in specification development and vendor identification, along with a wide variety of more standard commodities/services.

This position will review authorized requisitions; make determination of appropriate acquisition procedure (order against existing State Contract, quote, bid, forward to State Purchase and Contract) based on nature of requisitioned item(s) and dollar amounts as authorized by State Law; preparations of purchase orders; and coordinating execution of purchase agreements.

This position has been identified as essential and will be required to work during declared state of emergencies and adverse weather conditions. This position requires the employee to be punctual and good attendance in order to effectively perform the required duties.

This is a full-time position (40 hours per week) with State Benefits.

The salary grade for this position is NC12. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

About the NC Dept. of Adult Correction (DAC):
The Dept. of Adult Correction is responsible for the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons with custody, healthcare, and facility operations staff as well as the division of Community Supervision. Other divisions include Administration, Compliance & Accreditation, Comprehensive Health Services, Internal Affairs & Intelligence Operations, Post-Release Supervision & Parole Commission, and Rehabilitation & Reentry.

To qualify for this position, applicants must document on the application that they possess ALL of the following:


  • A thorough knowledge and understanding of large-scale purchasing methods and procedures is essential.
  • General knowledge of the various grades and qualities of materials/commodities and services being purchased.
  • Ability to apply and interpret established rules and regulations.
  • Maintain records of some complexity and to prepare reports on tabulations from these records.
  • Establish and maintain effective working relationships with Departmental personnel and manufacturer' representatives.
Management Preference
Desired candidate will have a good attendance background.

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution AND two years of procurement experience

or
Equivalent combination of education and experience
